Description
This is a PRE-SOLICITION NOTICE for the anticipated construction of a new Child Development Center for the Little Rock Air Force Base. The USACE Little Rock District intends to initiate a negotiated, best value, Request for Proposal (RFP). The work consists of construction of a new Combined Child Development Center (CDC) for Little Rock Air Force Base to provide quality childcare facilities for dependent children from infants up to toddler age children. The new one-story facility consists of approx imately 13,368 square feet. The building contains Child Activity Rooms, a Reception Area, Break Room, Library, Office, Kitchen, and Toilets. The building will have mechanical, electrical, fire protection/detection, lightning protection, seismic protection , communication services, and other support infrastructures. Site work includes demolition of trees, etc. to prepare the site, finished grading and landscaping around the facility. In addition there are thirteen (13) Bid Options. The estimated magnitude of construction is between $1,000,000 and $5,000,000. Construction time is anticipated to take approx. 350 days after notice to proceed. It is anticipated to be a Firm-Fixed-Price Contract. The North American Industrial Classifi cation System code is 236220 and the annual size is $28.5 million. This is solicitation will be unrestricted. Solicitation issue date is on or about 26 July 2005. Response (closing) date for Request for Proposals (RFP) will be on or about 25 August 2005 . BASIS OF AWARD  Subject to the terms and conditions contained in the solicitation, award will be made to a single Offeror. To be considered acceptable, each offeror shall specifically address each of the evaluation factors. Sufficient detail should be p rovided to allow for an adequate review of the proposal. The proposal must show clearly that the offeror has an understanding of the working tasks required and has the capability and responsibility to accomplish the project in a timely fashion. No propos al will be accepted that does not contain clear and concise evidence of the Offerors ability to provide work in accordance with this solicitation. (a) Evaluation factors are Technical and Pricing is Equal. (b) The government will evaluate each proposal strictly in Accordance with its content and will not assume that performance will include areas not specified in the Offerors proposal. The Government is not responsible for information overlooked during evaluation, which is not located in the appropriat e proposals section. To ensure that evaluation credit is appropriately received for proposal material submitted, do not incorporate by reference documents not contained in the proposal. References to other sections of the proposal shall be by specific pa ragraph number (and name, if applicable), page number and section. (c) Award will be made to the Offeror whose offer will be most advantageous to the Government, considering the evaluation factors stated below. Offerors are cautioned that in the event pr oposals are found to be substantially equal, price shall govern in selection of award. (d) All offerors are advised that the Government intends to evaluate proposals and award this contract without discussions with offerors -other than a request for clari fications for the sole purpose of eliminating minor irregularities, informalities, or apparent clerical mistakes in the proposal. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necess ary at which time discussions will be conducted with all offerors determined to be in the competitive range. Therefore, each initial offer should contain the offerors best terms from a cost or price and technical standpoint. Do not assume you will be co ntacted or afforded an opportunity to clarify, discuss, or revise your proposal. (e) Any resultant contract will be based on the Request for Proposal documents including amen dments, and contractor's cost/price and management/technical proposals. After award, the Contracting Officer must approve any proposed changes to the contractors technical proposal. This will ensure each plan holder receives notification of amendments to the soli citation as they are issued.
