Description
Primary Point of Contact for this project is David Long, Contract Specialist, (817) 886-1050. Construct a General Instruction Building including general instruction space, administrative space, mock clinical space, automation-aided classroom space. Antiterrorism/force protection (AT/FP) includes security alarm system, motion sensors for safe, sens or for safe and magnetic switches. Supporting facilities includes utilities; electric service; fire protection and alarm systems; paving, walks, curbs and gutters; storm drainage; information systems; and site improvements. Access for the handicapped wil l be provided. Heating will be provided by gas fired boilers. Air conditioning: 250 tons. Demolition of 53,000 SF of facilities will also be a part of this project. Estimated Price Range for the project is between $5,000,000 to $10,000,000. The North A merican Industrial Classification System (NAISC) code applicable to this project is 236220, which corresponds to SIC 1542. The Small Business Size Standard is $28.5 Million. UNRESTRICTED Solicitation Number W9126G-05-R-0028 for this project is anticipated to be issued on or about 11 July 2005, with proposals due on or about 18 August 2005 (unless otherwise stated in the solicitation). This is Best Value procurement. Procurement consideration, listed in descending order of importance, will be given to Constr uction Past Performance, Corporate Relevant Specialized Experience, Management Effectiveness, Construction Duration, price, and other salient factors included in the solicitation (unless otherwise stated in the solicitation). There will be no public bid op ening. It is anticipated that when combined, the evaluation factors will be approximately equal to cost or price. HUBZone price evaluation preference will be applied to all qualified HUBZone small business concerns, provided that the HUBZone concern has no t waived their evaluation preference and their price proposal is not more than 10% above the lowest large business concerns price. Proposals from Large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subco ntracting Plan. The Fort Worth District FY05 Subcontracting Targets (expressed as a percentage of the contractors total planned subcontract amount) are as follows: Small Business 50.9%; Small Disadvantaged Business 8.8%; Women-Owned Small Business 7.2%; H UBZone Small Business 2.9%, and Service-Disabled Veteran-Owned Small Business 0.5%. The solicitation plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided at no charge. Plans and specification will not be provided in a hard paper copy format unless the Government determines that it is necessary. However, the Government reserves the right to use only the Internet as notification of any changes to the solicitation. It is therefore the Contractors responsibility to check the fo llowing address daily for any posted changes to the solicitation.
