Description
SYNOPSIS MULTIPLE AWARD TASK ORDER CONTRACT (MATOC) GULF REGION CENTRAL DISTRICT (GRC) 1.0 GENERAL: This procurement consists of one solicitation with the intention to award one or more $50,000,000 Multiple Award Task Order Contacts (MATOC) for incidental design build, miscellaneous construction and related requirements in the USACE Gulf Reg ion Central Division (GRC), Iraq. The work may involve replacement in kind, renovation, repairs and modification work, and or new construction for schools, clinics, hospitals, police stations, fire stations, pistol firing ranges, water treatment plants, s ewerage systems, etc., in central Iraq. Additionally, the work may include the supply of equipment to support facility operation, and the commissioning and training associated with equipment installation. Facility repairs, renovations and construction sha ll conform to the requirements of the technical criteria listed in the Task Order. This objective shall be achieved through the implementation of Task Orders issued under the terms of this contract for all of the herein described tasks or additional tasks described in specific Task Orders. Under this contractual vehicle, the Government may additionally request Contractors to submit proposals for Design-Build type projects which may be issued as Tasks Orders under this contract if so elected. The maximum size of any one project issued under a Task Order is anticipated to be no more than $5,000,000. 1.1. The term of the contract is limited to a 12-month base period at $50,000,000 and two 12-month option periods each at $50,000,000. The Government reserves the right to exercise or not exercise the options within the time prescribed. The Government al so reserves the right to unilaterally exercise any option at any time it deems exercise of the option is necessary to meet mission needs. 1.2. Contractors shall complete all work under this contract in accordance with schedules that are established in each Task Order. Work will vary from site to site and will require extensive knowledge of construction and renovation projects. Submittal da tes will be included in the individual Task Orders. These dates identify when information is due in the issuing Government office and other addresses identified in the individual Task Orders to where data may be submitted. The types and numbers of submitt als and dates and places for review meetings shall be established by each Task Order under this contract. 2.0 OBJECTIVE: This contract is intended to provide for quick, cost effective responses to repairs, replacements, renovations, and incidental demolition and or new construction situations (inclusive of design-build type projects) relating to such tasking as identified in paragraph 1.0 above. 3.0 SCOPE OF WORK: Contractors shall furnish all, labor, materials, equipment, employees, and management support personnel to perform all work in strict accordance with these specifications and Task Orders. Contractors may be required to meet compressed s chedules to deal with emergency or urgent requirements. Facilities will be identified in each Task Order. Work will vary from site to site and will require extensive knowledge of the functional operations relating to the efficient use of the facility, eq uipment, and facility support systems, and building structures. Since the facilities may be in full operation, Contractors shall be required to minimize interference with the daily operation of the facility. Contractors should be capable of performing mul tiple task orders anywhere throughout the USACE Central District of Iraq. 4.0 INFORMATION CONCERNING THE SOLICITATION: The Government intends to issue this solicitation and all amendments through use of the Internet. No media (CD ROMs, Floppy Disks, Faxes, or Paper) will be provided unless the Government determines that it is ne cessary. Contractors may view and download this solicitation and all amendments from the Iraqi Busin ess Center at http://www.iraqibusinesscenter.org/ . All contractors are required to check the Iraqi Business Center website daily to be notified of any changes to this solicitation. The tentative issue date of the solicitation is July 22, 2005.
