Description
It is anticipated that firm-fixed priced, competitive purchase order(s) will be issued for the procurement of an Environmental Weather Chamber to precondition packages prior to testing and for conducting rain testing. Preconditioning of packages will be per ASTM D4169-04a i.e. temperature required of 73.4 +/- 2 degrees Fahrenheit and relative humidity of 50 +/- 2 percent relative humidity. This chamber also must comply with the temperature and spray requirements spelled out in section 15 of ASTM D4169 and automatically cycle thru Assurance Level 1 specifications without operator input and have a temperature range of -10 to +130 degrees f. with a rain fall of 4 +1 inch of rain per hour. The chamber will be located in an i ndoors test lab that normally has an ambient temperature of 70 +/- 5 degrees Fahrenheit with a humidity of 20 to 80% relative humidity. ASTM D4169 is will be made available, by request to the Contract Specialist. Power requirements for the chamber are 3 phase 480 volts. Preferred design is a single Environmental Weather Chamber unit containing the Chamber Housing, Rain Producing Equipment, Air Conditioning, and Pre-Conditioning components in one package. However, alternative approaches will be considered for individual c omponents, at the CLIN level specified below. In addition, a single Air Conditioning component and Pre-Conditioning component is preferred. CLIN 0001-Chamber Housing CLIN 0002-Rain Producing Equipment CLIN 0003-Air Conditioning component CLIN 0004-Pre-Conditioning component CLIN 0001-Chamber Housing Requirements: The Chamber Housing must have the dimensions of 7ft 6in wide by 8ft deep by 8ft high and meet the following specifications: Exterior Dimensions: Width 90in maximum, Depth 96in minimum, Height 96in minimum Exterior Color: Medium Blue(preferred) Insulation: 4in minimum Exterior Sheathing: None Corroding Metal or plastic/fiberglass Interior Sheathing: None Corroding Metal Interior Sealing: Moisture/Air Resistance Door Size: Height 78in minimum, Width 48in minimum, Window(In Door)Height 12in minimum, Width 12in minimum Light (On Ceiling or wall): Water Proof CLIN 0002- Rain Producing Equipment Requirements: The Rain Producing Equipment must provide uniform rain for a chamber measuring 7ft 6in wide by 8ft deep by 8ft high per the requirements of ASTM D 4169 Distribution Cycle 18 and the following specifications: Minimum Specifications for Rain Producing Equipment for ASTM D 4169 Distribution Cycle 18: Comply with ASTM Requirements: ASTM D951 Maximum Rain Fall: 4 + 1 inch per hour Water Temperature (Low): 40 to 50 degrees Fahrenheit Water Temperature (High): 120 to 130 degrees Fahrenheit Rain Producing Equipment shall be mounted on interior ceiling of the Environmental Weather Chamber, if quoted as a unit, or supplier shall mount Rain Producing Equipment to the interior ceiling of the Chamber Housing component, if quoted at the component l evel. CLIN 0003-Air Conditioning component Requirements: The Air Conditioning component must condition the air inside a 7ft 6in wide by 8ft deep by 8ft high chamber to 73.4 degrees Fahrenheit +/- 2 degrees Fahrenheit and a humidity of 50% +/- 2% relative humidity. The supplier shall install the Air Conditioning component onto or next to the exterior of the assembled Chamber Housing with conditioned air ducted into and out of the Chamber Housing. Minimum Specifications for Air Conditioning component: Power Requirements: 115 single phase or 480 3 phase Temperature: 73.4 +/- 2 degrees Fahrenheit Humidity: 50 +/-2% relative humidity Component Thermo Loading: Interior lighting CLIN 0004- Pre-Conditioning component Requirements A Pre-Conditioning component must include a heating and cooling package capable of preconditioning test samples from -10 to +130 degrees Fahrenheit. There is no humidity requirement during the preconditioning cycles. The supplier shall install the Pr e-Conditioning component onto or next to the exterior of the assembled Chamber Housing with conditioned air ducted into and out of the Chamber Housing. Minimum Specifications for Pre-Conditioning component: Power Requirements: 115 single phase or 480 3 phase Temperature Range: -10 to +130 Degrees Fahrenheit Stability: +/- 1 degree Fahrenheit Ramp Rate: 2.5 degrees Fahrenheit per minute Supplier shall assemble and install the unit and/or all components for this Environmental Weather Chamber. The Government may consider final assembly/installation of components based on required level of effort; suppliers shall indicate their request for Government final assembly/installation in their quote. Prior to assembly all pieces must fit thru a 7ft 8in wide by 9ft high door. The Government will furnish utilities to the unit and/or all components. Inspection and acceptance will be Destination. This is a combined synopsis/solicitation for commercial items prepared in accordance with Subpart 12.6 as supplemented with additional information included in this notice. The solicitation is issued as a Request for Quotation (RFQ), number W52P1J-05-T-000 8. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circula r 2005-04, Effective 08 Jun 2005. Quotations submitted in response to this solicitation shall include: (1) component or unit name and associated CLIN(s), corresponding vendor part number, and unit price or component unit price, inclusive of shipping; (2) verification of delivery of Environmental Weather Chamber unit no later than 22 August 2005; or, if quoted at the component level, verification of delivery of components no later than 15 August 2005 and verification of final assembly/installation of co mponents no later than 22 August 2005, applicable as quoted (3) verification that each component, if awarded at the component level, or Environmental Weather Chamber unit, if awarded as a unit, shall be individually preserved, packaged, marked, bar-coded and shipped, FOB Destination, in accordance with best commerc ial practices and shipped to: ECBC Rock Island AMSRD-ECB-END (Bill Meyer) Building 131 Rock Island IL 61299 This procurement is a 100% set aside for Small Businesses.
