The proposed purchase order is for equipment/services for which the Government intends to solicit and negotiate only with ThermoElectron Scientific Instruments Corporation under the test program described in the Federal Acquisition Regulation (FAR), Subpart 13.5 and under authority 41 U.S.C. 253 (c)(1) as implemented by FAR 6.302-1. Justification for Other Than Full and Open Competition has been justified, certified and approved for ThermoElectron Scientific Instruments Corporation.
