Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Immunology Branch (EIB) plans to enter into a sole source procurement for LAS-3000 Multi-Functional Camera System from Fuji Film Medical Systems U.S.A., Inc., 419 West Ave, Stamford, CT 06902. The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The EIB performs basic research in the functioning and interaction of immune cells and how they relate to oncogenesisis and cancer progression. Many of these studies require very precise measurements of metabolic compounds. The Fuji LAS-3000 is a true 16-bit camera and super Charge Coupled Device (CCD) technology providing for an ultra-high resolution equivalent of 6.3 million pixels and a 4 order of magnitude dynamic range, with the enhanced sensitivity of an f0.85 lens, which reduces exposure time and increases sensitivity to very low light conditions. The camera system the EIB requires for its experiments must: 1) provide superior dynamic range of 4 orders of magnitude; 2) have high resolution image equivalent exceeding 4 M pixels; and 3) have faint light capturing ability of a f0.85 lens to detect molecules at very low concentrations. This increased sensitivity and linearity is necessary to document very small changes in expression of the molecules being studied. Fuji Film Medical Systems U.S.A., Inc. is the only source known to the NCI researcher that has a camera system that provides the aforementioned unique features that are required for their research. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT, on July 13, 2005. Faxed and emailed capability statements are NOT authorized. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
