Description
NOTICE OF INTENT TO SOLE SOURCE. The National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV requires additional software toolkits for our JACK digital human modeling software package. The proposed contract action announces the Governments intent to issue a purchase order, on a sole-source basis in accordance with FAR 302-1(b)(1)(i), to USG Corporation, Waltham, MA. This procurement is for additional software toolkits for our JACK digital human modeling software package. These toolkits will be used to study/analyze issues associated with human fit, form, and function ? such as anthropometry, postural analysis, comfort, human performance, and task performance. The 3D Bodyscan Module will allow PTB researchers to use the CAESAR database within the JACK software package. This will allow researchers to create digital humans from actual human 3D body scans. The Task Analysis Toolkit will add the functionality to calculate forces/loading on the spine of the digital humans created within JACK. This toolkit will allow researchers to apply loads to the digital humans performing different tasks and then analyze the forces on the body, including spinal loading, fatigue parameters, and strength predictions. Finally, the Motion Capture Toolkit will allow PTB researchers to tie in either our PEAK or ProReflex motion cameras to record real human motion and apply it to digital humans. This toolkit will also provide the ability to tie in DSR?s Virtual Reality Laboratory to create scenarios that an actual person can perform while simultaneously having the digital human perform the same task. Once captured the digital model can be analyzed and evaluated further. These additional toolkits will allow PTB researchers to combine data from the Human Factors Laboratory, the Anthropometry Laboratory, and the Virtual Reality Laboratory to create better, more realistic digital human models for studying human performance issues related to occupational safety and health. This is not a request for competitive quotes, and no solicitation is available. Any interested parties may identify themselves to the contracting officer no later than fifteen (15) days from the date of this announcement. Submit information to Rebecca Mullenax, MS-L1019, Reference: 000HCCB7-2005-23338, DHHS/PHS/CDC/NIOSH/ALOSH, 1095 Willowdale Road, Morgantown, WV 26505. The intent of this synopsis is to determine if any sources exist, therefore, no solicitation will be issued. If no responses are received within 15 days, award will be made to UGS Corporation. Award will be made under the authority of 41 U.S.C. 253(c)(1) without further notices being issued. All responses received shall be considered by the Government.
