Description
PROJECT DESCRIPTION: Award of an Indefinite Delivery/Indefinite Quantity type contract for abatement and demolition and limited general construction in areas containing hazardous materials. Work items include, but are not limited to, asbestos abatement, lead paint removal, hazardous area containment, spot abatement, demolition, replacement insulation, and replacement fireproofing. Geographic area will include Seattle and Portland. Multiple contracts may be awarded. PROJECT MAGNITUDE: Historically this type of contract has total work estimated between $100,000 and $250,000 per year, with average work orders ranging between $5,000 and $30,000. The resulting IDIQ will potentially be used to support 3 major renovation projects at the Jackson Federal Building and Nakamura Courthouse (Seattle, WA) and the Edith Green/Wendell Wyatt Federal Building (Portland, OR). PROJECT DURATION: 1 year base, with four 1 year options. EARLY EXCHANGES: None conducted. COMPETITION: SETASIDE FOR SMALL BUSINESS ONLY. NAICS IS 562910 CONTRACTING METHOD: Best Value Source Selection resulting in Fixed Unit Price IDIQ. For this contract, technical factors will be given greater weight than price. PROPOSAL SUBMISSION REQUIREMENTS: Proposals will be evaluated using a Two-Stage process. Stage 1 will be evaluated on technical factors including qualifications, past performance, and personnel. A voluntary short list will then be issued. Stage 2 will be evaluated on submissions a price proposal. Line item pricing will be requested by amendment after the short list is developed. CONTRACT AWARD: A fixed-unit price IDIQ contract will be awarded. Multiple contracts may be awarded as well as contracts covering a limited geographical area. SOLICITATION ISSUE DATE: On or about July 20, 2005 PRE-PROPOSAL CONFERENCE: No pre-proposal conference is contemplated at this time. CLOSING DATE: Stage I submittals are to be received no later than 2:00 PM PST, 15 days after the issuance date of the RFP. Only technical submittals should be submitted. Price proposals will not be considered until the second stage of the source selection process. SOLICITATION DISTRIBUTION METHOD: Exclusively via FedBizOpps electronic postings. No paper documents will be issued.
