Description
This solicitation will be available at http://ideasec.nbc.gov website on or about August 1, 2005 with a receipt for proposals date of approximately 30 days following issuance. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Description: Upgrade Life Safety Systems and Rehabilitate Historic Structures, Frederick Law Olmsted National Historic Site, 99 Warren Street, Brookline, Massachusetts 02445. Solicitation Number N1850050001. The work of this project consists of preventing damage and catastrophic loss of primary cultural resources including historic wood-framed structures, extensive archival collections, and surrounding landscape by upgrading fire detection and suppression systems, HVAC systems with a geothermal component, utilities, drainage, as well as structural repairs and stabilization, rehabilitating the historic barn, replacing three historic office and house roofs, upgrading the site's intrusion alarm system and related options. Offerors shall submit 1) a staffing plan and past performance history that shall: describe the size, nature, and scope of past projects and indicate if this type of work has been done on buildings listed on the National Register of Historic Places; provide short resumes including past projects for each journeyman expected to be utilized on the geothermal phase of the work; provide a list of all subcontractors proposed for use on this project and indicate what aspects of the project each would undertake; provide brief resumes of supervisors and foremen, describing their specific qualifications and experience in supervising, directing, and executing work comparable to that required in this project 2) a cost proposal that details all associated costs, including but not limited to: personnel and associated labor costs; indirect costs related to travel; document preparation and production costs; administrative costs; and other costs as applicable; as well as a breakdown of profit and overhead. The significant evaluation factors to be used in scoring the proposals are: (1) Demonstrated past experience with geothermal systems installations utilizing standing column wells, water to water heat pumps, and their associated controls (25% weight); (2) Demonstrated past experience with installation of mechanical and fire suppression systems within buildings having a high degree of original undisturbed interior architectural significance (25% weight); (3) Demonstrated past experience in historic preservation/restoration work similar in nature to the scope of this project on buildings listed on the National Register of Historic Places (15% weight); (4) Demonstrated past experience with excavating, shoring, and well-drilling within historic landscapes of high botanical and archeological sensitivity (15% weight); (5) Demonstrated past experience working with designated key subcontractors on specific projects as a team (10% weight); (6) Qualifications and experience of proposed supervisors and foremen to be employed on this job (10% weight). Submittals of four (4) copies of each technical proposal and cost proposal shall be addressed to Contracting Officer, National Park Service, 15 State Street, Seventh Floor, Boston, Massachusetts 02109-3572. The government anticipates a negotiated procurement representing best value to the government. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The National Park Service anticipates entering into a firm fixed-price construction contract as a result of this solicitation. This acquisition is subject to P.L.100-656, Small Business Competitive Demonstration Program, and as such is open to all concerns regardless of size. The NAICS code for this project is 238220 with a small business size standard of $12.0 million. The contract performance period is 545 calendar days following Notice to Proceed. In accordance with FAR Section 36.204, the estimated price range for this project is between $1,000,000 and $5,000,000. A date for a site visit will be set after issuance of the solicitation, and contractors are urged to attend in order to ascertain existing work conditions. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of same. Responses from offerors will be accepted at the address listed in the solicitation in hard copy with the manual signature of the authorized company official.
