Description
NASA/MSFC has a requirement for a Video Extensometer. NASA/MSFC intends to purchase the items from Instron Corporation, Norwood, MA, pursuant to FAR 13.106-1(b)(1), for acquisition of supplies or servcies when the circumstances of the contract action deem only one source reasonably available. Competition is impractical for the following reasons: 1. Instron Corporation developed MSFC?s tensile test machines with which the video extensometer will interface as well as the operating application software currently being used on these test machines. The items requested are required to provide enhanced measurement capability for use with the existing Instron tensile test machines currently in use in the Materials and Processes Lab. The hardware and software interfaces are proprietary to Instron and thus any design specifications cannot be released to other companies. 2. The proposed subsystem must be compatible with the existing operating software and hardware, extend the system capability to perform the elongation measurement in various configurations, and be compatible for use with existing Instron systems already in use at this location. Market research reveals that Instron is the only source that can meet these requirements. If a similar type system were to be acquired from another vendor, a significant amount of software interface development, integration and verification time would be incurred, as well as operational downtime that would impact test schedules The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 11, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
