- This Sources Sought is seeking available sources to produce and support the continued acquisition of the Baseband Nodes (BBN) (AN/TTC-58 Circuit Switches), to meet on-going fielding requirements. The Government requires a Prime Contractor to serve as the Systems Engineer/Integrator for the BBN consisting of the BBN shelter, single or multi-band satellite equipment, and associated User Access terminals/transit cases at the Unit of Employment Level or higher level, (i.e. Unit of Employment (y)Uey). The Systems Engineer/Integrator will provide all engineering services, to include but not limited to the following: Network Management Services, Integration, ILS, network security, certification, architecture design, shelter integration, testing, logistics, an d software support to include Post-Development Software Support (PDSS), fielding and training services as well as upgrading and maintenance services for the Single Shelter Switch (SSS) AN/TTC-56 (V1). These services are required to support full material re lease in the configurations of the end items, with spares packages and support hardware such as user access terminals. The Integrated Logistics Support (ILS) Total Package Fielding shall include all individual, maintainer, leader and collective training, m aterials, infrastructure and enablers. The contractor will be required to provide these services for all existing BBN shelters as well as engineering, production, test and support services to a common baseline. This system shall operate over single or mult i-band satellite links, with connectivity from multiple mobile platforms, deployable at several locations around the world. This contract is intended to meet the requirements for fielding to the Integrated Theater Signal Brigade (ITSB) being deployable fro m locations around the world. Up to 125 BBN shelters are projected for this acquisition at the rate of 25 to 72 per year with additional acquisitions at similar or reduced rates for up to four years total. The projected award date is December 2005/January 2006, with deliveries commencing no later than February 2008. The Government anticipates that this portion of its requirements will be awarded using full and open competition under solicitation number W15P7T-05-R-G311. The Government does not possess deta iled drawings for all of these items. Additionally, there is a need to purchase up to 60 BBN shelters to equip the ITSBs from October 2006 through February 2008. The projected award date is December 2005 with deliveries beginning on or about October 2006. The Government anticipates that this portion of the requirement will be awarded on a sole source basis, under solicitation number W15P7T-05-R-G310, to General Dynamics C4 Systems (GDC4S), Taunton, MA. Interested so urces may submit their responses to this market survey as a Prime Contractor and potential manufacturer of the end item or to describe their ability and strategy to provide service in all areas, to include their risk management plan to ensure the Governmen ts delivery schedule will be met. Interested sources may reply with their capability to meet the ITSB requirements as the Prime Contractor, or respond to only the requirements described in the FY 2006, assuming award on or about December 2005, with orders of up to a total 60 BBNs and support services, due to schedule considerations. This acquisition for the Project Manager Tactical Radio Com munications Systems (PM TRCS) is to implement the Army's objective of Army over Time. The planned follow-on competitive contract will be for Full Rate Production (FRP) under which the Government will procure the balance for the Army requirement for this system. The current producer of BBN is GDC4S, located in Taunton, MA. The competitive follow on contract will be a requirements contract, and is expected to have two base years and eight option years, s panning the 2006/2016 years. The contract type is expected to be Firm Fixed Price for the hardware, with Time and Materials for support services. Production of equipment is expected during the first four years with engineering and logistics services spanni ng the length of the contract, including option years. Cost reporting will be required on this effort. Delivery schedules will be established with each individual order. Respondents should specifically address their capability to provide all the of above m entioned hardware/software, test data to include First Article Qualification Testing (FAQT), cost reporting and support services.
