Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, with Henry V. Oppermann, New Orleans, LA under the authority of FAR 13.106-1(b) Soliciting From a Single Source, this procurement is to provide ongoing consultation and support (knowledge transfer) to Technology Services Management, to Division group leaders, and to each group leader as they Act as the Division Chief, to enable ongoing continuity of operations in the Weights and Measures Division. The sole source determination is based on the Contractor?s unique expertise and detailed knowledge, which include 30 years of weights and measures technical and managerial experience at the State, Federal, and International levels. He has intricate knowledge of DOC/NIST regulations, policies, and procedures. No RFQ package is available. Any interested party may submit, in writing, their capability statement to respond to this requirement. However, a determination by the Government to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for quotes. If no affirmative responses are received by July 14, 2005 at 10:00 a.m. the Contracting Officer will proceed with the award to Henry V. Oppermann.
