- The NATO Kosovo Force (KFOR) intends to issue an invitation for International Competitive Bidding (ICB) for the purchase of motor vehicles to be used in its Area of Responsibility (AOR). This program will be funded by the NATO Military Budget Committee. However the estimated value of this procurement is not available at this time. The classification of this contact is NATO UNCLASSIFIED. The reference for this project is NATO Bi-SC Procurement Directive 60-70, Annex B and all correspondence in relation to this procurement shall refer to this reference. The US Department of Commerce will be using as its reference IFIB-KFOR-60-70-05. SCOPE OF PROJECT: The acquisition strategy calls for the following: Firm purchase in 2005 of a minimum of 17 vehicles, subject to availability of funds in FY 2005; intent to purchase a minimum of another 17 vehicles; for 2006, an option with the intent to purchase a minimum of an additional 42 vehicles, subject to KFOR Headquarters receiving budget authority; The total purchase envisioned in 2005-2006 is a minimum of 76 vehicles. The vehicles are divided into the following categories: station-wagons, 4x4 utility vehicles, and minibuses. Partial bidding is authorized for the different vehicle categories. ELIGIBILITY Interested firms must be introduced by their NATO National Delegation by means of a Declaration of Eligibility as defined in AC/4-D/2261 (1996 Edition). This Declaration of Eligibility (nomination letter) must be submitted by the U.S. Department of Commerce no later than July 18, 2005. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CANNOT BE CONSIDERED. IMPORTANT DEADLINES 1. The final date for the U.S. Department of Commerce to submit a Declaration of Eligibility (nomination letter) on your behalf: July 18, 2005. 2. The Invitation for International Bidding (IFIB/IFB) is planned to be issued and forwarded to those on the Bidders List by August 1, 2005. Supreme Headquarters Allied Powers Europe (SHAPE) will be providing the IFIB to all potential bidders by e-mail and will post the tender documents on the following SHAPE website: www.nato.int/shape/community/budfin/index.htm 3. The bid closing date is planned for September 20, 2005. The bidding procedure will be by the two-envelope method. 4. The target date for the contract award is November 10, 2005. CERTIFICATION ALL FIRMS WHOSE FACILITY IS LOCATED WITHIN THE UNITED STATES MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO QUALIFY TO BID FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. The contracting entity is NATO KFOR Headquarters. However, only firms that the U.S. Department of Commerce has certified as eligible will be allowed to bid. A Declaration of Eligibility (nomination letter) will be submitted on their behalf to NATO KFOR Headquarters.
