Description
Previous pre-solicitation notice is hereby rescinded and substituted by the following: The Product Manager, Force Protection Systems (PM-FPS) proposes to ac-quire the design, installation, testing, and maintenance of a Fixed Site X-ray System in support of a Department of Defense (DoD) Research, Development, Test and Evaluation (RDT&E) objec tive to evaluate feasibil-ity of enhancing existing Shaped Energy and Backscatter technologies on an other than full and open competition basis. Pursuant to 10 U.S.C. 2304(c)(1) award is intended for American Science & Engineering Inc. (AS&E), Bellerica, M A, who is deemed to be the only responsible source because of proprietary rights to Shaped Energy and Z-Backscatter tech-nologies. The test bed system will be installed at Ft Bragg, NC; will baseline a relocatable gantry mounted Shaped Energy and Backscatt er sys-tem successfully integrated for the US Navy, and will be evaluated for its ability to: provide power to 6 Mev with imaging resolution to 1mm; provide bidirectional scanning with throughput up to 30 trucks per hour and multiple (1 transmission and 3 backscatter, including 1 top-down) views; decrease operational footprint and radiation safety exclusion zone; with decrease cost. The project will be completed in two phases over a period of 13 months, exclusive of hardware warranty period. Phase 1 will consist of the conduct of a site survey and procurement of long lead time items required. Phase II shall consist of the integration and installation, test, and maintenance of the system. The Government an-ticipates a Firm Fixed Price contract, which will b e developed jointly between the Government and AS&E consistent with Alpha contracting proce-dures contained in the Federal Acquisition Regulation (FAR). Therefore, a formal solicitation will not be issued. Specifications, plans or draw-ings related to this procurement are not available and cannot be fur-nished by the Government. This notice of intent is not a request for competitive proposals. However, interested persons may submit an offer which will be considered. Offers will be evaluated solely for the p ur-pose of determining whether or not to conduct this procurement on a com-petitive basis. A determination by the Government not to compete this effort on a full and open competition basis, based upon responses to this notice, is solely within the discreti on of the government. Therefore,a formal solicitation will not be issued. Specifications, plans or drawings related to this procurement are not available and cannot be furnished by the Government.
