Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to purchase a Ti:Sapphire Laser and LBO Crystals on a sole source basis from Coherent, Inc., 5100 Patrick Henry Drive, Santa Clara, CA 95954. Coherent equipment forms the basis for the NSWCDD existing quantum laser system utilized by NSWCDD. The required equipment will be used with an existing suite of laser equipment for an experimental setup to generate light with periodically suppressed quantum mechanical noise, and to measure the suppressed noise level of the light (i.e. squeezed light). The required equipment must be compatible with existing equipment capabilities. Required items and quantities are: Coherent Model MBR110 Single Frequency Ti:Sapphire Laser (1 EA) and Coherent Model 0174-425-00 LBO Crystals For 790 to/from 395 nm wavelength conversions, 5X5mm square face and 1.5mm length (2 EA). Required delivery is within 30 days after date of contract under F.O.B. Destination terms. Any offered ! alternatives must as a minimum: (1) Provide 100% compatibility without jeopardizing the NSWCDD current experimental environment and existing experimental results, (2) Provide ability to immediately start operations after all new/existing equipment is interfaced and plugged into established outlets, (3) Provide highly stabilized optical power at a linewidth of less than 100kHz rms relative to reference cavity with linewidth as low as 10kHz rms in one case, (4) Provide tuning with Verdi V5/8/10 from 780 to 870nm in spatial mode TEM00 with 1250mW peak power without the need for a mirror change, (5) Provide a dedicated microprocessor controlled, servo control unit to lock and control the single frequency laser scanning with none to low resultant beam deviation. For example, no resultant beam deviation for a scan of 40GHz at 800 nm wavelength, (6) no mode-hop operation, (7) smooth tuning with at least 0.5% scan linearity, (8) scan time adjustable digitally from 5 to 4000 second! , (9) single output polarization mode and (10) capable of extended wavelength tuning from 700 nm to 1000 nm with a swap of optics. No written solicitation will be issued as all items are specified under this notice. Interested parties, other than Coherent, must demonstrate in writing their capability to provide the required compatible equipment. All responsible sources may submit a proposal referencing N00178-05-R-3078 to FAX #540-653-6810, at NSWCDD, Bldg 183, Room 106, Code XDS13, 17320 Dahlgren Rd, Dahlgren, VA 22448-5100, which shall be considered by the Agency. Award is to be made under Simplified Acquisition Procedures, FAR Part 13.5. See Note 22. Closing time and date is 10:00 A.M. EST 7 JULY 2005.
