Description
Contractor is to provide all labor, transportation, and supervision required to perform mail and messenger services for the Cooperative Administrative Support Unit (CASU) in the Dallas/Fort Worth, Texas area. The Contractor shall provide services of receiving, processing, distributing and dispatching official mail, correspondence, communications and parcels for all agencies participating in the CASU mail services. The types of materials to be handled will include information of various types, such as letters, memorandums, magazines, newspapers, books, boxes, maps, drawings and pouches to maximum weight of 70 pounds. Contractor will be responsible for picking up official outgoing correspondence, packages, mail and communications; sorting, consolidat ing, packing, wrapping and metering official mail and delivering mail to the U.S Post office located in the Earl Cabel Federal Building, 1100 Commerce Street, Dallas, TX 75242, the U.S. Post Office located in Fritz G. Lanham Federal Building, 819 Taylor S treet, Fort Worth, TX 76102, and delivery companies. Contractor will be responsible for preparing all correspondence, packages, and mail for transmission in compliance with U.S, Postal Service (USPS), delivery companies, and CASU requirements. The cont ractor will be totally responsible for the safety of all mail and parcels in its possession. All contractor employees will be required to have background check and a Nation Agency Questionnaire (NAQ) on file. All contractor employees must be citizens of the United States. Anticipated evaluation factors will be quality (subfactors: management capability and quality control), past performance/relevant experience and price. Solicitation will be issued on or about 15 July 2005 with proposals due on or abou t 15 August 2005. The terms of the contract will consist of a one-year base period and three renewal one-year options. The contract will be firm fixed price. Specifications will not be provided in a printed-paper hard copy format. The North American Industry Classification code is 491110 with a size standard of $6 million. This procurement is a 100% small business set-aside. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov or by contacting the D oD Electronic Commerce Information Center at 1.888.227.2423.
