Description
Under authority of U.S.C 253 (c) (1), FAR 6.302-1 the National Institutes of Health (NIH), Bethesda, Maryland intends to negotiate a contract with University College London Medicine School, MRC National Survey Health & Development, 1-19 Torrington Pl, London WC 1E 6BT, UK. The purpose of this requirement is to obtain epidemiologic analyses of the British 1946 Cohort Study and also utilize the unique data. The study will show how health, development and social context, is collected throughout life and how health relates to aging. The main objective of the work is to study the physical functioning, disability and musculoskeletal status of aging humans. Any response must be received in writing within (15) business days from the published date of this notice. The intended procurement will be classified under NAICS: 541710, MRC National Survey Health & Development with a standard of 500 employees. The Contractor shall provide epidemiological data sets and a data analyst at the master?s level who has experience working with epidemiological data sets. 2. The Contractor shall provide a senior investigator (MD minimum level) supervisor with experience in the measurement of disability, functional status and the determinants of frailty, disability and changes in objective and subjective methods of functional status. 3. The Contractor shall submit two (2) copies of a Project Plan within six (6) weeks of award, to include the steps taken to hire the analyst, plans for supervision of the analyst, and plans for the first data Analysis, developed in consultation with NIA staff. 4. The Contractor shall submit to NIA investigators, the output from the computer analyses that result from contractor-NIA collaborations, on a schedule based on the amount of analyses being done, but no less often than every two (2) months. 5. The Contractor shall submit two (2) copies of a progress report within fifteen (15) calendar days after each 6-month period of the contract, except the final six month period at which the final report is due. 6. The Contractor shall handle logistical requirements for on-site (London, England) proximal conduct of this work at no additional cost to the Government. 7. The Contractor shall submit two (2) copies of a final progress report, including a summation of the results of the entire contract work for the entire contract period of performance, in sufficient detail on or before the last day of the contract performance period. 8. The Contractor shall keep on file and available for NIA investigators, edited SAS program and output files with documentation. 9. The Contractor shall be delivered as the work is performed, specific parts of the output, or tables or figures requested by the Project Officer. NIH believes that the above reference firm is the only source that can provide this requirement. The contract shall be for one base year with two one year option periods. Any firms capable of responding to the government?s notice of intent must respond in writing by the response date as noted in the Fedbiz Opps. Information furnished shall include enough detailed documentation to allow the government to perform a proper evaluation. Respondents will not be notified of the evaluation results. Closing date will be 15 calendar days after publication. All vendors/prospective contractors must be registered with the central Contractor's Registration (www.ccr.gov) prior to award date. If not registered or active by that date, vendor proposals will be considered non-responsive.
