- The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 6.302-1, with GV Instruments, Inc for the purchase of one continuous flow stable isotope ratio mass spectrometer (IsoPrime Isotope Ratio Mass Spectrometer). Based on EPA?s knowledge of the analytical instrumentation industry, there are features covered in the instrument specifications that may have unique capabilities to particular vendors. These features include: 1) Accelerating voltage: Variable accelerating voltage 3-4.5KV 2) Resolution: CNOS m/?m (10% valley) = 100% H/D m/?m (10% valley) = 100% 3. Sensitivity: (CO2) = 1 ion per 850 molecules at m/z 44 (0.12%). 4) H/D capability: Addition of 1 collector for H2, H3 uses standard triple collector Faraday positioned behind ESF. Linearity range of 35. 5) Operating software: Windows XP with Mass Lynx Full instrument control and data reduction package. 6) Heart Cutting Technology: Heart cut valve ensures only analytes of interest enter mass spectrometer, not entire combustion products.7) TCD: TCD constantly monitors continuous flow products from Multi-flow. 8) FID/TCD: FID/TCD constantly monitors continuous flow products from Multi-flow.9) Elemental Analyzer Specs: (CO) 18O <0.3o/oo on 50?g of sucrose, (H2) H/D<0.5o/oo on 0.7?l water Low T Chrome HDTM , (H2) H/D<1.5o/oo on 50 ?g solid sucrose. However, any firm believing itself capable of meeting EPA requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
