- The Government intends to solicit and negotiate on a sole source basis with the Woods Hole Oceanographic Institute, 221 Oyster Pond Road, Woods Hole, MA 02543-1531 to create color high-resolution high-accuracy photomosaics and digital terrain models (DTMs) of four maritime heritage resource sites. The Stellwagen Bank National Marine Sanctuary (SBNMS), Scituate, MA., requires that the data acquisition be accomplished with an autonomous underwater vehicle (AUV). Contractor shall create fieldwork research design and plan fieldwork in consultation with sanctuary archaeologists in August and September 2005; in September and October 2005, contractor shall conduct 1.5 days of fieldwork to acquire photographic and DTM data on two maritime heritage resource sites; within 30 days of fieldwork completion the raw data shall be delivered to the SBNMS and process acquired data into color high-resolution photomosaics and DTMs of two maritime heritage resource sites. Print and deliver completed photomosaics and DTMs to sanctuary. April and May 2006, conduct 1.5 days of fieldwork to acquire photographic and DTM data on two maritime heritage resource sites; within 30 days of fieldwork completion delivery raw data to SBNMS and process acquired data into color high-resolution photomosaics and DTMs of two maritime heritage resource sites. Print and delivery completed photomosaics and DTMs to SBMNS. Performance period is August 1, 2005, or date of award, whichever is later, through August 31, 2006. Delivery to be F.O. B. Destination to the U.S. Department of Commerce, NOAA NOS, Stellwagen Bank National Marine Sanctuary, 175 Edward Foster Road, Scituate, MA 02066. Authority: 41 USC 253(c)(1). The FSC for this is R599and the NAICS Code is 611310, small business size standard is $6.0 million. The government intends to award a firm-fixed price purchase order for this requirement. Woods Hole Oceanographic Institute is the only know source capable of providing the required services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:00 PM July 12, 2005 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required items. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
