- VA Network 22 Logistics Office intends to negotiate a commercial (FAR Part 12) sole source contract with The Pennsylvania State University College of Medicine, for the services of Carol S. Weisman, Ph.D., under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-04. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. This procurement is to obtain mentoring, project management, and active participation in a VA Research and Development project entitled "Impact of Practice Structure on Quality of Care for Women Veterans." Prerequisites include extensive prior experience as a Professor of Health Management and Policy in a university environment, with personal research experience in organizational and quality of care issues in women's health - both primary and preventive care considerations, with focus on accessibility and quality. Expertise shall be applied to assistance on refinement of statistical models, reviewing iterations of the site screener, participating on expert panel to refine the care model classification schemes, assisting in manuscript preparation, functioning as senior member of the study's Writing Committee, providing senior mentoring and expert guidance on conceptualization, writing, editing, and submission of the large number of articles anticipated from the study. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Pacific Daylight Time, June 30, 2005, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
