Description
The U.S. Geological Survey, Geologic Division, Astrogeology Team (USGS) requires the services of an expert consultant in support of the USGS RObotic Lunar Observatory (ROLO) lunar calibration program. The RObotic Lunar Observatory (ROLO) is a USGS project to establish the Moon as a radiometric reference source for on-orbit calibration of remote sensing imaging instruments. The observatory facility, data reduction systems, and techniques for applying lunar calibration to spacecraft observations of the Moon were developed under a previous contract with NASA. Continuation of the ROLO program is currently funded by NASA under the proposal "Long-term Consistent Calibration of EOS Reflectance Imaging Data Products Using the Moon" (EOS/03-0253-0629). The Principal Investigator and Project Manager is Dr. Thomas Stone. The ROLO lunar calibration system involves the reduction of a large and unique dataset of lunar observations to calibrated images, the development of spectral irradiance and radiance models of the Moon, and the application of these models to the specific observation geometries of spacecraft in orbit around the Earth. The USGS requires outside expertise to help develop and refine these photometric models, and to assist with servicing the requests of NASA spacecraft instrument teams for lunar calibration. The USGS intends to award a noncompetitive procurement to Dr. Hugh Kieffer of Celestial Reasonings, Carson City, NV IAW FAR 13.106-1(b)(1). Dr. Kieffer is the leading expert in lunar calibration, has published extensively on the ROLO dataset and models and their application to spacecraft lunar observations, and is the only known person with the required knowledge in this technical area. Other interested concerns having the ability to furnish these services may submit a capabilities statement to the contracting officer no later than the closing date of this announcement at 17:00 local time. All submissions will be evaluated to determine if competitive opportunities exist; if no submissions are received, the Government will proceed with noncompetitive award without further notice. This is NOT a Request for Quotations (RFQ); the Government does not anticipate issuing a written solicitation. This notice and any resulting contract or order conforms to the requirements in place through FAC 2005-04, effective 08 June 2005. No numbered notes apply.
