Description
The U.S. Fish and Wildlife Service has a requirement to purchase sixteen satellite transmitters (45 gram Argos/GSP Solar PTT-100 satellite with SiV satellite in view). The satellite transmitters will be used to investigate the breeding ecology and foraging the migratory movements of wood storks found in the southeast U.S. with an emphasis on studying central and south Florida winter feeding habitat as it relates to carrying capacity of the wood stork population. As authorized by parts 12 and 13 (13.106-1(b)) of the Federal Acquisition Regulation (48CFR Chapter1), we intend to purchase these transmitters from Microwave Telemetry, as these transmitters will be placed on federally endangered species, it is absolutely essential that only proven equipment be used. Microwave Telemetry has a proven track record of reliability, and their equipment has been successfully performed in several wood stock tracking experiments. This notice of intent is not a request for competitive proposals. Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but not later than 4:00 p.m. local time on 06/29/2005. Faxed and emailed statements are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt. Any such statement of capabilities and qualifications received by the deadline will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
