Description
CONTRACT SPECIALIST: Donna West, 907-753-2761 or email donna.l.west@usace.army.mil - CONTRACT INFORMATION: This request for proposal is a design/build, full and open competitive procurement. The procurement will be conducted using source selection procedures and the award will be based on the best value to the Government considering price and non-price factors, which are cited in this announcement and the solicitation. Any resulting contract will be firm-fixed priced. This will be a design build c ontract with a two-phase selection process. NAICS Code: 236115. Anticipated NTP: Dec 2005 with a 790 calendar days period of performance. Proposed Option(s): Construct three additional 3-bedroom housing units in the Southern Cross Neighborhood, complete. Offerors are advised that a contract resulting from this solicitation is contingent upon Congressional approval. Should Congress not authorize this project or appropriate the funds, the solicitation will be cancelled. If the project is cancelled, all prop osal preparation costs will be borne by the offeror. If a large business is selected for this contract, the firm must comply with FAR 52.219-9 regarding the requirements for a subcontracting plan for that part of the work it intends to subcontract. The F Y05 subcontracting goals for this contract are a minimum of 50.9% of the contractor's intended subcontract amount be placed with small businesses, 8.8% of that to small disadvantaged businesses, 7.2% to woman-owned small businesses, 0.5% to service disable d veteran-owned small business and 2.9% to HUB zone small businesses. The Davis-Bacon Act will apply. All responders are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, negotiation and fina l award. All contractors are advised that they must be registered in CCR and ORCA (http://orca.bpn.gov). Joint ventures must also be registered in CCR and ORCA as a joint venture. We advise contractors begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. 'Lack of registration in the CCR database will make an offeror ineligible for award.' (Reference DFAR 252.204-7004, Required Central Contractor Registration). PROJECT INFORMATION: Design and construction of 64 three-bedroom junior non-commissioned officer (JNCO) units in the Southern Cross neighborhood of Fort Wainwright, Alaska. This new construction will provide 64 total family housing units in variously con figured multi-family structures with attached garages, individual heating units and controls, hard-wired interconnected smoke detectors, exterior storage, and arctic space. The exterior elevations of the proposed facilities will incorporate, to the greates t extent possible, the architectural elements and themes adopted by the Fort Wainwright housing Community Plan. Supporting facility work includes construction of required electrical, communications, water, sewage and steam distribution and steam condensat ion return systems; constructing access streets with residential  type street lighting, driveways, sidewalks, storm water management devices and privacy fencing for each unit, a neighborhood tot lot and play area, re-vegetating and landscaping of the neig hborhood open spaces, as well as landscaping the neighborhood streetscapes. At least five percent of the quarters will be constructed to accommodate the requirements of the handicapped. Project also includes demolition of fourteen 8-plexes (total 112 unit s) in the Southern Cross neighborhood Place of Performance: Fort Wainwright, Alaska. Estimated Construction Range: Between $25,000,000 and $50,000,000. SELECTION CRITERIA: Phase I proposals will be evaluated to determine the three (3) most highly qualified offerors who will be asked to submit their design and related information for Phase II. No more than three (3) of the mo st highly rated offerors in Phase I will be asked to submit proposals for Phase II. Phase I of this acquisition will evaluate offerors considering the following technical factors (weighted equally): Order/Factor - Construction Experience; Design Experien ce; Past Performance; Technical Qualifications and Approach The Phase I ratings will not be carried forward or considered in the Phase II evaluation. Phase II will evaluate offerors considering the following technical factors (in descending order of importance) and price: Order/Factor - RFP Basic Design Requireme nts; Key Team Members; Betterments/Contractor Betterments; Yes/No -Small Business Plan/Small Business Participation. The overall technical evaluation rating in Phase II is considered more important to the overall evaluation rating than price. Any future amendments to the solicita tion will also be available for download from this web site.
