Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this no tice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. (ii) This Request for Quotation (RFQ) number is WC1SH35091D160. (iii) This RFQ and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2001-21. (iv) This acquisition is 100% set aside for Small Business concerns IAW FAR 19.502-2(b) and the applicable NAICS is 315991; (v) This RFQ contains three line items. Requirements are: Item 0001 Balaclava, meeting the following criteria; windproof fleece or equal fabric; must be full coverage head gear with contoured fit, having a mesh breathing port; black inside and out; size small with stretch and recovery capability; and lycra t rim flatseamed construction. Must be delivered by 31 July 2005. 1,000 each. Item 0002 Balaclava, meeting the following criteria: windproof fleece or equal fabric; must be full coverage head gear with contoured fit, having a mesh breathing port; black inside and out; Size medium with stretch and recovery capability; and lycra trim flatseamed construction. Must be delivered by 31 July 2005, 2,800 each. Item 0003 Balaclava, meeting the following criteria: windproof fleece or equal fabric; full coverage head gear with contoured fit, having a mesh breathing port; black inside and out; size large with stretch and recovery capability; and lycra trim flats eamed construction. Must be delivered by 31 July 2005, 3,000 each. (vi) The following minimum specifications will be met: 1. Flatseam construction so that when worn under a helmet the seam doesnt press into the head. 2. Full coverage headpiece designed to cover the entire head going down over the neck. 3. Contoured fit designed to fit with an even firmness over the uneven surfaces of the head and face. 4. Mesh breathing port to prevent vapor buildup from moisture condensation. 5. Black both inside and out. 6. Windproof fleece or equal fabric to keep the wind from permeating the fabric. 7. Stretch and recovery capability so that when stretched for wear after a period of time the fabric goes right back to the tight contour fit. (vii) Delivery location, Acceptance will be Government FOB destination: Fort Richardson, Alaska 99505. (viii) The provision at FAR 52.212-1, Instructions to Offerors  Commercial (JAN 2004), applies to this acquisition (ix), Offers will be evaluated using the following evaluation factors technically acceptable, price, delivery time and past performance. The contract will be awarded to the offeror that provides the best value to the government.
