Description
The Department of Energy???s Western Area Power Administration (Western), Upper Great Plains Region has the need for removal and cutting and trimming of trees (some in excess of 40 inches in diameter and 70 feet in height) along electrical transmission line right-of-ways to provide adequate line clearance and access to the transmission line and structures. The contractor will be required to perform tree cutting and trimming functions at locations along transmission line right-of-ways in North Dakota, Montana, South Dakota, Minnesota, Iowa, Missouri, and Nebraska, Colorado, and Wyoming. The contractor must be able to provide crews at any location within 72 hours of receiving notification from Western, and several crews may be needed on a concurrent basis (ie: several crews may be required to perform in several different states/locations at the same time). Crews of two or three, (consisting of a Foreman and one or two journeymen level cutters/trimmers) using adequate equipment such as an aerial lift, brush chipper and pickup truck are required. Western is seeking information regarding all small business firms who have demonstrated experience in tree cutting, trimming or bucking trees along high voltage electrical transmission lines. Western will evaluate the past performance of firms performing this type of work and requires trained and experienced personnel to perform the work. In addition, Western will evaluate the adequacy of a firm???s safety plan for compliance with Western???s Work Statement as well as Occupational Safety & Health Administration (OSHA) Regulation 1910.269 located at this link: http://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=STANDARDS&p_id=986 8 Technical evaluation factors will rate higher than price in making the award decision. Western may make multiple awards from the solicitation for four separate areas, as follows: North Dakota Maintenance Office Areas (entire state of North Dakota) South Dakota Maintenance Office Areas (entire state of South Dakota, plus some sites in Minnesota, Iowa, Missouri and Nebraska) Montana Maintenance Office Areas (state of Montana) Rocky Mountain Region (Cheyenne, Wyoming; Loveland, Colorado; and Brush, Nebraska areas) This is a preliminary notice only and a separate solicitation-specific synopsis will be published in FedBiz Opportunities in the near future.
