- NAICS Code: 524292 June 14, 2005 SUBJECT: Support for EPA/Office of Human Resources and Organizational Services (OHROS) This document is a Request for Quotation #RFQ-DC- 05- 00160 for the U.S. Environmental Protection Agency's Office of Human Resources. You are requested to submit a written quotation including a project plan (maximum of twenty-five (25) pages excluding resumes) and a cost proposal for the services described in the attached Statement of Work. The use of charts, tables, and other methods to facilitate brevity of proposals is preferred. The proposal shall include a description of your past performance (including references), technical approach, labor categories and key personnel (including resumes),and any assumptions used. The cost proposal shall include a detailed breakdown of proposed costs including labor hours, labor categories and rates(s), other direct costs including travel costs, and a total price for each performance period. All tasks shall be awarded to a single contractor. Technical evaluation criteria include (1) Corporate Experience- offers shall include a discussion of corporate experience relevant to this requirement (2) Past Performance - each offeror will be evaluated based on past performance information presented in its proposal and verified by the Government. This discussion should address performance elements such as cost control, quality of services, timeliness of work products, and customer satisfaction. Offerors shall also include at least three (3) client references who can evaluate your performance on similar, recent contracts (within the last three years) to this requirement;(3) Experience and Expertise of the Proposed Project Team -offerors shall include relevant education, training, and experience of all proposed personnel to demonstrate their ability to perform the work required in the Performance Work Statement; (4) Technical Approach - each offeror will be evaluated on its approach to planning, organizing and carrying out contract activities as presented in the Performance Work Statement; and (5) cost. The Government intends to award on the basis of best value, considering the contractor's ability to meet the requirements and evaluation criteria. The combined technical factors are more important than cost. The anticipated period of performance is August 1, 2005 - July 31, 2006 with four one-year option periods. The award of option years will be based EPA's continued need for this requirement. The applicable North American Industry Classification System (NAICS) code is 524292 with a size standard of $6.0 million for potential small and small disadvantaged businesses. The potential contract is anticipated to be a Firm-Fixed-Price type with an estimated period of performance of one (1) twelve month base period plus four (4)?twelve month option periods. Any interested small business concerns are advised of the language in the Federal Acquisition Regulation (FAR) Clause 52.219-14 "Limitations on Subcontracting" paragraph (b)(1) which states that under a small business set-aside contract for services "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." Therefore, proposals should realistically demonstrate how the small business concern would be able to comply with this clause which would be included in any resultant contract. Please also note that consultants are considered subcontractors and not employees of the prime contractor.
