Description
The Naval Research Laboratory has a requirement for Research and Development (R&D) of Environmental and Sensor Technologies. Task 1 involves the continuing development and demonstration of buried UXO detection technologies. Support for development and evaluation of new detection sensors and navigation technologies will be required, as will their integration into new geophysical investigation platform concepts. Integration requires field shakedown studies and extended field demonstrations that will be logistically supported under this task. Task 2 requires laboratory research and field engineering support for studies of emerging sensors and biotechnology methods. Emphasis is on evaluating chemical and/or biologically based sensors for detection, identification and quantification of single-component and or mixtures of analytes such as pollutants and other environmental contaminants and biological materials. The expected period of performance is for 12 months with four (4) 12-month option periods and will consist largely of on-site support at the Naval Research Laboratory, Washington DC. The contractor shall provide, on a level-of-effort basis, thirty two thousand three hundred (32,300) research and development support hours for the basic award and thirty two thousand three hundred (32,300) research and development support hours for each option, if exercised. All personnel must be a US citizen and be eligible for a Secret level security clearance. It is anticipated that multiple awards may be made on individual tasks. Offerors should understand that persons bid for positions requiring key employees must be supported by signed certifications of commitment and availability for the key employees, substitutions will not be allowed except with prior approval of the COR. The length of the Technical Proposal, exclusive of resumes and biographical information is limited to a total of no more than sixty(60) sequentially numbered pages. Proposals not conforming to the length restriction may be excluded from consideration. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. All responsible sources may submit a proposal, which will be considered by the agency.
