- Firm Fixed Price (FFP) Contract for design and construction services of the Command & Control, Communications, Computers and Intelligence (C4I) Directorate Technology Division R&D center near Rishon Lezion, Israel. The project will consist of two bui ldings totaling approximately 5100 square meters of floor space and will include site infrastructure. The Emerald project consists of two buildings; Main building and Secondary building. The Main building has five floors, basement, and a partial sixth floo r. There are labs, offices, and related facilities in the Main building. The Secondary building has two floors and a basement; within the facility is a filming unit and conference hall. The building style and decor should provide a high-tech environment i ncluding ergonomic design. The building envelope will primarily be an aluminum and glass curtain-wall system. The project will include general infrastructure, internal and external staircases, elevators, drop ceiling, inset lighting, and central air-condit ioning. Power infrastructure will include control panels, UPS and back-up generator. Communication systems will include communication rooms, Ethernet networks, and telephone systems. Additionally there will be large and small conference rooms, storage & ar chive rooms, furniture, and landscape development. The proposed facilities construction will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations. Contract will be awarded and paid in U.S. dollars. This procurement is restricted to United States firms only. If a single offeror does not have in-house design and construction capabilities, U.S.-only joint ventures will be acceptable. This procurement is subject to the requirements of FMS and the U.S. Balance of Payments Program set out in FAR Subpart 25.3 and DFARS Part 225. In addition to the FAR and DFARS limitations, use of Israeli content is limited to bulk materials such as sand, gravel or other soil material, stone cement, or contra ct masonry units, as well as other excepted items under the FAR and items specifically approved by the Contracting Officer and specified in the solicitation. At least 51% of the contract value, exclusive of bulk or excepted material and Israeli design cer tification services, must represent U.S. content. The estimated solicitation date of this contract has been revised to 8 July 2005.
