Description
Dollar magnitude of this project is between $500,000 to $1,000,000. The performance time is 146 calendar days. The contractor shall provide all materials, equipment, plant, labor and supervision to repair existing asphalt and concrete apron pavements around buildings 545 and 543 with new Portland cement concrete pavements, including joint sealant, repairing and recompacting base course and sub-base course materials, as indicated on the construction drawings. Reset existing manhole tops, valve boxes, monitoring well covers, and other items located within the pavements being repaired /replaced. Project No. DKFX 06-1014. This solicitation will be issued as unrestricted and will be evaluated using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value of the Government. The Government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. A firm-fixed price contract is contemplated. This project is being considered for 100 percent set-aside for Service-Disabled Veteran Owned (SDV) concerns. If not enough interest is received from SDV small business concerns, it will then be considered for 100 percent set-aside for HUB Zones small business concerns, and it will then be considered for 100 percent set-aside for 8(a) small business concerns.Interested SDV, HUBZone, and 8(a) small business concerns should indicate interest to the Contracting Officer, in writing, as early as possible but not later than 10 calendar days of this notice. As a minimum, the following information is required: (a) a copy of your letter from VA certifying your status as a SDV (if available) or a copy of the certificate issued by SBA of your qualifications as a HUB Zone or 8(a) concern; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollars amounts, and points of contacts and telephone numbers; (d) evidence of bonding capability to the maximum magnitude of the project to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested SDV, HUB Zone or 8(a) concerns. Failure to submit all information requested may result in a contractor not being considered as an interested SDV, HUB Zone, or 8(a) concern. If adequate interest is not received from SDV, HUB Zone or 8(a) concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns as well as from SDV, HUBZone or 8(a) concerns. The applicable North American Industry Classification System (NAICS) code is 237310, with a small business size standard of $28.5M. It is anticipated the solicitation will be issued electronically on or about 1 JULY 05 on Federal Business Opportunities web page at http://www.eps.gov. Paper copies or CDs will not be available for bidding purposes. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Recommend registering immediately in order to be eligible for timely award. Contractor proposal is required to be submitted in paper form and in electronic form on disk or CD ROM. IF CURRENT FISCAL YEAR (FY05) FUNDS BECOME AVAILABLE, CONTRACT AWARDS WILL BE MADE NO LATER THAN 30 SEP 05. IF FY05 FUNDS ARE NOT AVAILABLE, PROJECTS WILL BE FUNDED WITH FY06 FUNDS. WE EXPECT TO HAVE FY06 FUNDS BY 18 NOV 05. SOLICITATION MAY BE CANCELLED AND ALL OFFERS REJECTED BEFORE AWARD BUT AFTER SOLICITATION CLOSING DATE WHEN CANCELLATION IS CLEARLY IN THE GOVERNMENT'S BEST INTEREST.
