- GSA Office of Governmentwide Policy Sustainable Enterprise Model Initiative Request for Information (RFI) PURPOSE The GSA Office of Governmentwide Policy intends to award a contract to provide technical assistance to its Sustainable Development Initiative, to support the goals of all GSA business-lines, provide the basis for developing agency-wide performance goals and measures, and enhance the cost-effectiveness of GSA products and services. The purpose of this RFI is to identify available resources and different approaches agencies could use to apply a sustainable enterprise approach to their decision-making processes. BACKGROUND The President?s Management Agenda is a comprehensive strategy to improve the management and performance of the federal government. The GSA Office of Governmentwide Policy?s Sustainable Enterprise Model Initiative will support the President?s Management Agenda as well as several Executive Orders, including EO 13123 and EO 13327, which call for integrating program performance with budget decisions. This initiative will establish a GSA sustainability life cycle cost policy through a comprehensive decision-making model and create a framework for consolidated annual reports to Congress on GSA?s progress towards becoming a sustainable enterprise. The decision-making model will involve technically complex concepts and strategies that require a comprehensive understanding of sustainable development, economics, and sustainable enterprise - a field that addresses relationships among ecosystems, social systems, economic systems and organizational systems. RFI QUESTIONNAIRE 1. Describe current or past projects where your firm has developed a comprehensive work plan and literature review for sustainable enterprise research. 2. Describe current or past work analyzing effectiveness of life cycle cost and life cycle assessment models which resulted in long-term improvement objectives and targets. 3. Describe current or past projects that involved establishing benchmarks for evaluating progress in pursuing goals related to natural, social and economic capital. 4. Describe solutions, developed by your firm, which can be used to assist federal agencies to become sustainable enterprises. INSTRUCTIONS TO PROSPECTIVE OFFERORS Offerors? responses to the RFI shall be submitted to by 5:00 pm EDT, June 21, 2005. NO QUESTIONS WILL BE ACCEPTED BY TELEPHONE. RFI responses shall conform to the format below and provide the following information: 1. Cover Letter ? The cover letter must include the following information: Company name Company point of contact, telephone number and email address Date submitted If Applicable, company GSA FSS Information Technology and/or Financial Management schedule number. 2. Offerors shall respond to each of the general questions. 3. If you choose not to respond to a question, indicate ?no response.? 4. Submissions shall be in sufficient detail and clarity to provide the information needed to assess your solution. 5. As part of the market research associated with this RFI, we are also seeking pricing information, as applicable, for proposed solutions, if applicable. This may be in the form of specific pricing from (if applicable), GSA FSS schedules, or commercial pricing if your company offers products / solutions that may meet particular program specific needs. Any pricing information received is solely for information-gathering and planning purposes. 6. Marketing and/or reference materials, if included, shall be placed at the end of the response, in an appendix. 7. Responses shall not exceed 20 pages All questions shall be submitted in writing via email to the Contracting Officer, Kisha Emmanuel, at kisha.emmanuel@gsa.gov, no later than June 15, 2005, EDT, 1:00 pm. No questions will be accepted by telephone. The Government reserves the right to edit any questions as needed to protect the identity of the source, but absent this consideration, the Government intends to quote each submitted question verbatim in its response. The Government has targeted, but cannot guarantee a consolidated response to all vendors on or about June 17, 2005. DISCLAIMER This is a RFI issued solely for information-gathering.
