- The Naval Surface Warfare Center, Panama City, Florida intends to issue a sole source Firm- Fixed Price contract to Complete Parachute Systems (CPS), 1200 Flightline Boulevard, Deland, Florida for the procurement of fifty-eight (58) TORDS Systems (p/n CPS-TP-400 M1), fifty-eight (58) 72? Drogues (p/n CPS-DRO-SIGMA72-DS), fifty-eight (58) 60? Drogues (p/n CPS-DRO-SIGMA60-DS), fifty-eight (58) Main Deployment Bags (p/n CPS-MNBAG-TS-14). Additionally the following equipment will be modified by CPS to meet Marine Corp requirements: 120 deployment bags to CPS-MNBAG-TS-14; 120 72? Drogues to CPS-DRO-SIGMA72-DS; 120 60? Drogues to CPS-DRO-SIGMA60-DS. Marine Corps force reconnaissance teams use a variety of insertion methods to advance to their area of operations. One of the primary methods of insertion involves the use of highly maneuverable square parachutes for High Altitude High Opening (HAHO) parachute operations. The TORDS system is the only system that will satisfy t! he Marine Corps requirement for a parachute delivery system that can be used to support this mission with an increased payload of combat essential equipment or personnel. This system has a payload capacity in excess of 500 pounds. The TORDS has a square main and reserve canopy. The TORDS has a six-foot drogue parachute which is deployed to reduce the terminal velocity of the tandem master and load (passenger/combat equipment) to approximately 120 miles per hour upon reaching opening altitude. The TORDS Systems being acquired has undergone extensive testing and qualification under the MARCORSYSCOM Parachuting Authority. Each part has been tested to perform to rigid requirements as specified in Marine Corps Order (MCO) 3500.20A for Marine Corps Parachuting and Diving Policy and Program Administration. Only those articles, which have been successfully tested, are qualified. The objective of this process is to verify that the system provides acceptable levels of safety and ! mission critical support throughout the system specific operating range and reasonable assurance that the mission can be completed. Only the TORDS system provided by CPS has been successfully tested and qualified by the U.S. Marine Corps. Delivery will be the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. NAICS Code 314999 applies. SBA Size Standard is 500 employees.
