Description
The Government will award one or more $10 million dollar Performance Oriented Construction Activities (POCA) contracts for general repair and renovation projects in the entire USACE Gulf Region Division- Central District (GRC), Iraq area of responsib ility. This includes investigation, scoping, work plans and performance of the required work to provide a complete and functional facility. Task orders may be awarded by GRC or subordinate Contracting Offices. The anticipated contract will consist of one Base Period with two Option Periods. The approximate Period of Performance will be 15 July 2005  14 July 2008. SPECIFICATIONS PERFORMANCE ORIENTED CONSTRUCTION ACTIVITIES General Requirements 1. Intent. The intent of this contract is to provide a timely response to the maintenance, repair, or rehabilitation (MRR) needs at Gulf Region Division, Central District installations and facilities. Typical efforts include, but are not limited to thes e areas: maintenance, repair, rehabilitation, energy conservation, environmental, logistical, and operation. The contractor will be required to perform all facets of the work such as surveying the problem, recommending a solution, and correcting the probl em in a timely manner. The contractor shall maintain the capability to provide quick response for this work. Work requirements will vary from site to site. Task orders under this contract shall be issued for work assigned to the US Army Corps of Engineer s, Gulf Region Division, Central District, This contract is primarily for use on various Department of Defense projects, but may be used for work for other agencies and at other locations. All task orders shall be issued by the Gulf Region Central Distric t, Victory Area Office. 2. Contract Period and Amount. The proposed contract resulting from this solicitation will be an indefinite delivery/indefinite quantity (IDIQ) contract as defined in FAR 16.504. The contract shall be for a base period of one year at $10,000,000 and two one year options each at $10,000,000 or until the Not-To-Exceed amount of $30,000,000 has been reached. If the $10M dollar capacity for the base or options is reached before the twelve month period, the government reserves the right to exercise an early option. Construction work/Services will be provided on a task order basis. Task orders under this contract shall be firm-fixed price (FFP). The Government is under no obligation to issue any orders against this contract in excess of the minimum contract obligation. The minimum contract amount to be paid is $200,000 (2% of the maximum amount) for the base period and $100,000 (1%) for the option periods. The minimum task order amount under this contract is $500,000 and the maximum task order amount is $1, 000,000. Task orders may or may not be competed when it is determined that this is in the best interest of the Government and may or may not be $500,000 or more. 3. Objective. The primary objective of this contract is to provide site survey, work plan, maintenance, repair, and rehabilitation services on Government installations and facilities. The work shall be of high quality, contracted at a reasonable price, and performed ex pediently with a minimum number of change orders. The ability to: survey and identify deficiencies, plan and document the work required to correct deficiencies, provide incidental engineering services, estimate the cost of the work, obtain subcontracts or perform the work with the contractors own work forces, and manage the construction effort while insuring quality and safety are paramount to the success of this contract. It is not critical that the contractor be prepared to execute all the work under t his contract with its own workforce, but it must perform such work in order to manage the work throughout the Gulf Region Central District in a cost effective and quality manner while meeting project schedules. The contractor shall be responsible for managing and executing facility or installation deficiency corrections. If the contractor fails to provide a qual ity product at a reasonable price and on schedule, the contractor may not receive additional task orders under this contract over the minimum dollar amount specified by the contract.
