- Synopsis/Pre-Solicitation Notice Double Articulated Swing Arm Mount for HMMWVs The U.S. Army ARDEC has a requirement for an initial quantity of (15) fifteen Double Articulated Swing Arm Mount Systems to be mounted on the High Mobility Multipurpose Wheeled Vehicle (HMMWV) and used with both the M249 or M240B machine guns. Multiple Double Articulated Swing Arm Mount Systems will be attached to each vehicle. The Fiscal Year (FY) 2005 quantity to be delivered is fifteen (15) systems to be procured in FY05 to be delivered within 30 days from date of contract award. In addition, two (2) follow-on production Options are planned for a quantity of 197 Sets for FY06 and a quantity of 168 sets for FY07, with a delivery rate of 75 sets per month. Hardware delivered under the Basic contract will be used to conduct extensive testing to demonstrate if the selected Offeror???s design can meet all of the requirements and is safe for its intended use. The materials to be used in fabrication include standard carbon and alloy steels, aluminum alloys, and bronze alloys. No exotic materials are used. Various heat treatments, stress relieving, and final surface protective finishes are required for these materials. The contractor shall fabricate the item in accordance with their commercial drawing package, inspect them in accordance with their commercial quality system and package them in accordance with commercial packaging. The double articulated swing arm mount systems will provide additional force protection on the High Mobility Multipurpose Wheeled Vehicle (HMMWV). The double articulated swing arm mount system will provide a stable platform for passengers seated inside of the HMMWV to fire M249 or M240B machine guns. Typical HMMWVs are the M998 and M1025/1026 series HMMWV. Multiple systems attached to one vehicle will provide additional force protection and increased survivability for the passengers. Three (3) sets of Bid Sample hardware shall be submitted within 15 days after receiving a request from the Government (after receipt and evaluation of the written technical proposal). Please see RFP, Sections L&M for instructions/information. This action will be awarded to the offer who provides the best value to the Government for aThis solicitation will procure, based on best value to the Government, a commercial off-the-shelf (COTS) or non- developmental item (NDI) that meets all the requirements of the solicitation. It is planned for this procurement to be 100 % Set-aside for small business concerns. (FedBizOpps Note # 2) Upon safety confirmation of item(s), the configuration of the submitted bid samples shall be frozen to establish the baseline for the double articulated swing mount. Any proposed changes must be submitted to the USG for review prior to implementation. For reference, the Contractor shall provide a copy of the drawing package that was used to build the hardware. The final system selected will have a Safety Confirmation issued through the Development Test Command (DTC). The double articulated swing arm mount system will then be assigned an NSN and made available to the User as an Additional Authorization List (AAL) item to the host vehicle. The competitive RFP will be posted on the TACOM Acquisition Center PROCNET website http://procnet.pica.army.mil on or about 06/27/05.
