Description
VA Medical Center, Minneapolis, MN has a requirement for labor and material to furnish and install Boiler Controls and instrumentation. Proposals are being requested under RFP 618-175-05. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. NAICS Code 235110 Special Trade Contractors with small business size of $11.5 million. This solicitation is Set Aside for Small Business concerns. Bid Item: Contractor shall provide all labor, material and equipment to accomplish the upgrading of Boiler Controls and Instrumentation in the Energy Center, Building 69, VAMC Minneapolis, MN. Replace, add to, or modify existing steam plant controls and instrumentation as indicated on Schedule A, and according to specifications for four high-pressure steam (125 PSIG) boilers with a combined output of 165,000 Lbs/Hr saturated steam. The work to include replacement of the Plant Master Controller and individual boiler Sub-Master controllers with microprocessor based multiple loop controllers, complete with Computer Work Station. Additional work includes rewiring some existing flow transmitters, installing some new flow transmitters, installing some new temperature sensors, expanding plant annunciator panel, commissioning of the upgraded control system, and training of personnel in the operation of the new equipment. The work shall be accomplished without loss of steam pressure to the facility and during normal working hours. Contractor must be on-site for start-up and determination of fully operating system. The contractor guarantees the installation against defective material, workmanship and performance for a period of not less than 1 year, said guarantee to run from date of acceptance by the Government. The contractor agrees to furnish, without cost to the Government, replacement of all parts and material which are found to be defective during the guarantee period. Replacement of material and parts will be furnished to the Government at the point of installation. Cost of installation of replacement material and parts shall be borne by the contractor. All Specifications, terms and conditions apply to this RFP 618-175-05 proposal. Proposals will be evaluated, considering Technical Capability, Past Performance and Price. Technical Capability and Past Performance are approximately equal, and when combined, are approximately equal to Price; however, VA will evaluate proposals for overall Best Value for the Government. Price factors will include best value, delivery period, warranty, etc. The Government may elect to award without discussions. Complete all work within 45 calendar days following Notice to Proceed. Liquidated Damages will be accessed at $100.00 per calendar day for every day exceeding the completion date. Proposals shall include Descriptive Literature, Representations and Certifications (and/or on file with ORCA), address technical capabilities, past performance, price and price related factors.
