Description
U.S. Bureau of Reclamation, Pacific Northwest Region, 1150 N Curtis Rd, Boise, ID 83706-1234, under the authority of FAR 6.001(a) using FAR Part 13 Simplified Acquisition Procedures, intends to negotiate a sole source contract with the Idaho Department of Water Resources IDWR) to extend the existing Lemhi River Basin surface water budget model to headwater reaches and selected tributaries. This contract will include development of input time series data for tributary cachements, incorporation of groundwater analysis, participation in meetings and presentations, and production of a report on results. The water budget model will be used by IDWR for water management purposes and by Reclamation to market irrigation related projects and to monitor the effectiveness of such projects in meeting Reclamation's obligations under the Biological Opinion on Operation and Maintenance of the Federal Columbia River Power System issued by the National Marine Fisheries Service in November, 2004. IDWR is the primary source in the State of Idaho for geographic information system and other digital land use, irrigation system, crop type, water use, water right, climate, soil, and other associated data needed to configure the model. Reclamation endeavors to collaborate with IDWR to take advantage of the skills and experience that IDWR obtained by completing the existing Lemhi model, to pool resources to realize mutual objectives, and to avoid duplication of effort, cost, and technical conflict that an independent Reclamation project potentially could produce. This notice of intent is not a request for competitive proposals. However, all proposals received by June 15, 2005, will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
