Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Fisheries Service has a requirement for the construction of an integrated fisheries acoustic, underwater video and environmental sensing towfish system to improve fisheries and habitat assessment in support of fisheries management. The specification will require the construction and testing of an operational towfish equipped with acoustic transducer, underwater video components, and environmental sensors. The towfish will be integrated with an existing winch system equipped with fiberoptic sliprings and 2000m of fiber-optic cable. The winch system, underwater video cameras, lights, acoustic instrumentation and environmental sensors will be Government furnished. The Request for Proposal (RFP) will be issued on or about June 20, 2005 as a Small Business Set-Aside, based on ?best value? procedures. As such the Government will evaluate past performance, technical approach and price. Past performance is deemed more important than technical approach; however, when combined they are significantly more important than price. The NAICS is 334511, with a small business size standard of 750 employees. NOAA presently anticipates award of a fixed price contract no later than September 2005. The contract performance period will contain seven (7) phases, each of which will require Contracting Officer approval before subsequent phases can be initiated. Delivery of the integrated towfish system shall be not later than October 2006; however, contractor?s proposing to better the October 2006 delivery date will be viewed as providing a tangible benefit or strength. Contractors will be required to provide details of proposed delivery per phase with their proposal. Interested businesses are asked to notify the contracting officer that they have downloaded the solicitation via e-mail. Please include complete name of company, address and phone number. The Government requires that all contractors be registered in the Central Contractor Registry (CCR). Award cannot be made to a company not registered in CCR. The solicitation, notice and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (FedBizOpps) site at http://www.fedbizopps.gov/.
