- USDA Forest Service, Fire and Aviation Support Branch, at the National Interagency Fire Center in Boise, Idaho, is soliciting via a Request for Proposals for the development of an Operational Service Life Limit for P3A air tanker aircraft. All responsible offerors may submit a proposal which shall be considered by the Forest Service. This project requires engineering analysis and evaluation of aircraft design and maintenance history so as to develop an operational service life limit by serial number for up to a quantity of nine P3A Orion government-contract aircraft. The contractor will be required to procure and review available data, define fatigue and damage tolerance, and provide the methodology used to determine acceptable operational service life limits, to include the fire environment, and instructions for continued airworthiness. The resultant OSL and ICA must be acceptable to the Federal Aviation Administration as an amendment to the Type Certificate Data Sheet for the subject aircraft. This procurement is a total small business set-aside; NAICS code 541990; size standard $6 million. The contemplated duration of the contract performance period is 240 calendar days. There are nine phases in the statement of work from which the offeror is to develop an appropriate project delivery schedule. Vendors are hereby advised that hard-copy notices, solicitations, or mailing lists are no longer issued or maintained by National Interagency Fire Center. Therefore, it is imperative that prospective offerors monitor the FedBizOpps website periodically if they wish to view and download the solicitation and participate timely. The solicitation or Request for Proposals (RFP) has not been published for this requirement at this time, and this notice is NOT a Request for Proposals. The anticipated date for the issue and publication of the RFP for this solicitation in FedBizOpps is June 18, 2005. Offerors shall have 30 days to submit an offer from the date of publication of the RFP in FedBizOpps. 1, 25.
