Description
PROJECT DESCRIPTION: Renovation and Modernization of the William Kenzo Nakamura United States Courthouse to accommodate the appellate court judicial functions and Addition of a Secured Underground Facility consisting of mail processing center, loading dock and parking. The courthouse has been identified as a Class 3 Historical Facility; therefore, the project will require preservation of designated areas. PROJECT MAGNITUDE: The maximum Estimated Cost of Construction is between $40,000,000.00 and $50,000,000.00. PROJECT DURATION: 20 ? 24 months EARLY EXCHANGES: Conducted with interested parties that responded to previously posted Sources Sought Notice. Summary of Early Exchanges have been posted with data current as of 5/11/04. COMPETITION: Unrestricted CONTRACTING METHOD: Best Value Source Selection of a Guaranteed Maximum Price (GMP) Contract Type with Construction Manager as Constructor (CMc) Delivery Method. The scope of CMc services under this proposed contract includes Preconstruction Phase Services such as, constructability reviews, value engineering proposals, project schedule & construction cost development, etc and Construction Phase Services, such as, construction contract and subcontract administration, CPM scheduling, monitoring of construction costs, etc. For this contract, technical factors will be given greater weight than the GMP Proposal. PROPOSAL SUBMISSION REQUIREMENTS: Proposals will be evaluated using a Two-Stage process. Stage 1, offerors will be evaluated on technical factors including qualifications, past performance, and personnel. Stage 2 offerors will be evaluated on submissions of their GMP Proposal consisting of a conceptual estimate and pricing for Pre-construction phase services, and any other requirements stated in detail in the RFP. CONTRACT AWARD: A guaranteed maximum price (GMP) contract will be awarded to the selected firm to provide Preconstruction Phase services. The price for Construction Phase services will be negotiated at a later date and should result in a fixed price award fee contract. SOLICITATION ISSUE DATE: On or about June 3, 2005 PRE-PROPOSAL CONFERENCE: A pre-proposal conference will be held at the Nakamura Courthouse June 14, 2005 from 10:00AM to 12:00 PM. Please notify the POC via e-mail of the name and contact information of each person planning to attend. CLOSING DATE: Stage I submittals are to be received no later than 2:00 PM PST on June 30, 2005. Only technical submittals should be submitted. GMP proposals will not be considered until the second stage of the source selection process. All submittals must SOLICITATION DISTRIBUTION METHOD: Exclusively via FedBizOpps electronic postings. No paper documents will be issued.
