- The Regional Contracting Department, Fleet and Industrial Supply Center, Pearl Harbor, Hawaii intends on procuring services for hotel lodging at Waikiki, Oahu, Hawaii. This requirement is unrestricted. The NAICS code is 721110 and the small business size standard is $6M. A single award will be made to the lowest priced, technically acceptable quote. Award will be conducted under the provisions of FAR Part 12 Commercial Item and FAR Part 13 Simplified Acquisition Procedures. The prospective contractor must be registered in the Central Contractor Registration (CCR). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation number N00604-05-T-HOTB applies. This solicitation document and i! ncorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03 and Defense Change Notice 20050524. This requirement is for a firm fixed price contract for CLIN 0001, Hotel Lodging in accordance with Facility Requirements for ASIA-PACIFIC CENTER SENIOR EXECUTIVE COURSE 2005-2, 22 ? 26 August 2005. FACILITY REQUIREMENTS: COURSE PERIOD: Course services and facilities are required 18 August through 28 August 2005. COURSE PURPOSE: The Asia-Pacific Center for Security Studies (APCSS) Senior Executive Course 2005-2 is being held to promote mutual understanding and study comprehensive security issues amongst nations in the U.S. Pacific Command?s area of responsibility. DELEGATION COMPOSITION: The APCSS Senior Executive Course delegates and speakers will be comprised of participants from 27 countries. Senior military officers and government officials from the Asia-Pacific region are expected to attend. APPROVAL AUTHORITY: APCSS Admissio! ns Chief will have final approval authority of the course facility, and will be allowed an on-premise review of the suggested facility before awarding of the contract. GENERAL REQUIREMENTS: The facility will be located in the Waikiki area of Honolulu, Ha! waii, within a 5 minute walk of the APCSS. The APCSS will be the host to delegates at the general / flag officer, senior professor, and research analyst levels. As such, service and quality standards must be assured. Therefore, the facility will have a minimum three (3) diamond rating according to AAA in their 2004 / 2005 AAA rating guide ?Tour Book,? or an equivalent rating from another internationally recognized travel rating agency. The facility will be registered with the DoD?s Central Contractor Registration (CCR) database indicating they are qualified to do business with the DoD. The facility will be registered with the United States Fire Administration?s Hotel-Motel Master List indicating it meets the life and fire safety requirements of the Hotel and Motel Fire Safety Act of 1990 (PL101-391). The facility will have past experience accommodating and servicing high-level governmental conferences and groups. The facility guarantees there will be no construction /renovations on its premises during the dates of this course, which would in any way, interfere with or detract from the course. The facility will have a guest service staff to assist delegates with non-course related requests such as island transportation, tours, recreational activities, and dining reservations. The facility will have a 24-hour-a-day security staff. The facility will provide sleeping rooms for all off-island delegates and hosted speakers of this course (approximately 28 people). As delegates arrive from various flights via taxi and shuttle van, group porterage charges will be waived and will instead be paid at the discretion of the individual delegate, direct to the bell staff. DELEGATE BILLETING: MASTER ACCOUNT ROOMS: There will be approximately 28 total delegates comprised of guest speakers and participants traveling on Invitational Travel Orders for the purpose of this course. Local transportation limitations and agenda requirements necessitate b! illeting these off-island delegates at the course site. Therefore the contract is to reflect payment of accommodations for up to 28 sleeping rooms for the timeframe of 18 to 28 August 05 (some earlier arrivals and later departures may be necessary). Only room and tax is to be billed to the master account per this contract. Estimated room pick-up is shown below total of 202 room nights to master. Billeting Specifications: Category: Run of house ? Upgrade for VIPs, if available. All individual rooms will have light intensity and climate controls. Estimated room pick-up,#Contract Rooms: Date: 8/18, 1 rm; 8/19, 5 rm; 8/20, 24 rm; 8/21, 28 rm; 8/22, 28 rm; 8/23, 28 rm; 8/24, 28 rm; 8/25, 28 rm; 8/26, 28 rm, 8/27, 3 rm; 8/28, 1 rm. Guarantees: At twenty-one (21) days prior to arrival, a final rooming list will be provided to the hotel. Any room reduction in excess of ten percent (10%) between the twenty-one (21) day figure up to day of arrival, will be charged a one ! (1) night?s room and tax. Non-arrival rooms (?No Shows?) will be released in the morning and charged one (1) night?s room and tax. Early departures will not be assessed a penalty charge. Individual delegates will be responsible for all incidental room charges and any additional room nights not listed on the final rooming list. The hotel is responsible for obtaining a guarantee for these charges upon the delegate?s check-in. Deposits: None - Government contract is full guarantee of payment as stated. Final Payment: Upon receipt of final invoice, Defense Finance Accounting will make final payment as stated on the purchase order. Payment will be made via Electronic Funds Transfer (EFT) direct to hotel account. Please advise EFT account number with invoice. Incidentals: Absolutely no incidentals are to be placed on the master account. 1 ?COMP CONCESSION? ROOM: Per industry standards, one complimentary staff room per 50 room nights booked is to be made available forthe nights of the conference. ADDITIONAL REQUIREMENTS: The Contractor, in support of the conference, will make the following requirements available; however, costs for these requirements will not be included in the basis for this contract award. Coordination for payment of these requirements will be made with the Contractor prior to the start of the conference. Individual ?Pay Direct? Rooms: There will be an estimated additional two (2) delegates traveling at their own expense who will require sleeping room accommodations. A block of two (2) rooms at the group rate will be held for these delegates until 21 days prior to arrival, at which time the hotel may release any unsold rooms. Individuals will pay the hotel direct for all costs incurred. The hotel agrees to hold this block in support of the conference at no obligation and with no associated cost to the government.
