- On or about 21 June 2005, this office will issue Invitation for Bids for the construction of AIR TRAFFIC CONTROL TOWER, OFFUTT AFB, NE. THIS SOLICITATION IS UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. Contractors interested in visiting the site of the work must register with the Corps of Engineers. A formal site inspection will be conducted approximately two weeks prior to the bid opening. Please reference specification Section 00100 of the advertised s olicitation package for date, time and requirements to attend the site inspection. The point of contact for the site inspection is Joel Flere, Corps of Engineers project engineer, at 402-293-2537. DO NOT submit requests for plans and specifications to the site visit personnel listed above. Ordering of plans and specifications on CD-ROM shall be by registering on the Omaha District website: http://ebs-nwo.wes.army.mil/. To register on the Omaha Dist rict website, find the solicitation number click on the number and go to the Solicitation Registration section of the synopsis and click on the link for Registering. It has been determined that the number of Compact Disks be limited to one (1) per firm . Plans and Specifications will not be provided in a printed hard copy format. Contractors may view and/or download this project from the Internet at the following Internet address: http://ebs-nwo.wes.army.mil/. PLANS AND SPECIFICATIONS WILL NOT BE AVAILA BLE ON OR ABOUT 21 JUNE 2005. DESCRIPTION OF WORK: (Approx. quantities) A state-of-the-art air traffic control tower consisting of 12 working levels, to include, control cab level, catwalk level, mechanical level, ready room level, upper equipment level, lower equipment level, PAR level, briefing/locker level, chief controller level, training office level, front load training level and entry level consisting of Lobby, Vestibule, Communications, Electrical, UPS, Mechanical and Storage rooms. Second level training area will have a specialized simulator training area within. Facil ity is 123-feet high and has a working area of approximately 8,245 NSF. Structural materials and work consist of concrete filled pipe piles or concrete auger-cast piles for foundations. Foundation walls will be continuous for the exterior load bearing walls. Exterior tower walls will be structural pre-cast wall panel system co nsisting of an exterior facing panel, rigid insulation and interior structural panel. Floors will be supported by steel beam spans of concrete filled metal decking. Architectural features include an arched standing seam metal roof for the base building. Base building walls are brick veneer on structural pre-cast panels. Exterior window and skylight glazing is laminated, cab window glazing will conform to the latest Air Force Guidance being aluminum extrusion mounted to structural steel tube columns. Cab area flooring will utilize access flooring throughout. Entrance area utilizes curtain walls and aluminum doors. Other interior materials include carpet, resilient flo oring, window treatments, paint, acoustical ceiling tiles, ceramic tile, and interior partitions consisting of metal studs with gypsum wallboard. Other specialties include kitchen sink and cabinets, marker and tack boards, projection screens and lockers. Mechanical work includes utilization of geothermal ground source heat pump well field to support HVAC system, general plumbing materials and work, and a wet pipe system for fire protection. Project requires a 2,000 gallon aboveground storage tank to suppor t backup generator. An EMCS system will be utilized for DDC of HVAC to monitor on-site and off-site conditions. Electrical work includes interior/exterior lighting, transformer, back-up generator, panels and switchgear. Communications will require conduit runs and cable trays, telephone patch panels and communication closets. Site work consists of demolition of the existing Control Tower, grading, concrete a nd bituminous paving for access roads, sidewalks and parking lot. Site utilities will include electrical power and exterior lighting (building and parking), communication runs, storm drainage, water, gas and sanitary sewer lines. The estimated construction cost of this project is between $5,000,000 and $7,500,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Enginee rs considers the following goals reasonable and achievable for fiscal year 2005: a. Small Business: 50.9% of planned subcontracting dollars. b. Small Disadvantaged Business: 8.8% of planned subcontracting dollars*. c. Women Owned Small Business: 7.2% of planned subcontracting dollars*. d. Service-Disabled Veterans: 0.5% of planned subcontracting dollars*. e. Hubzones: 2.9% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work in 410 calendar days after Notice to Proceed for the new Control Tower and complete demolition of the existing Control Tower 455 calendar days aft er receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission o r update to ORCA. If any of the information changes during the advertisement period, you must make changes through the Omaha District web address.
