*************THIS IS A SOURCES SOUGHT MARKET SURVEY ONLY. THIS IS NOT A REQUEST FOR PROPOSAL************* The National Institutes of Health is conducting a MARKET SURVEY to determine the availability of certified 8(a) HUBZone Small Business (SB) or Service-Disabled Veteran-Owned Small Business (SDVOSB) within the Washington DC and Baltimore metropolitan areas capable of performing general construction work to include, but not limited to, the following projects: (1) Mechanical Modifications in Animal Facilities ? Multiple Projects; projects may include providing redundant HVAC systems, installing humidification systems, providing supplemental cooling, and replacing exhaust systems; (2) Mechanical Modifications in Laboratory and Administrative Facilities ? Multiple Projects; projects may include replacing mixing boxes, replacing PRV valves, replacing water pumps, providing control systems, replacing air compressors, installing humidification systems, providing supplemental cooling, replacing exhaust systems; and (3) Electrical Modifications in Laboratory and Administrative Facilities ? Multiple Projects; projects may include installing GFCIs, replacing ballasts, installing emergency generators, repairing switchgears, replacing service laterals, install lightning protection. SPECIAL REQUIREMENTS: Many projects will be completed in occupied facilities, to include occupied animal spaces. The facilities will remain operational during construction, which will create scheduling, coordination and safety challenges for the contractor. Projects must be completed with minimal down times, and minimal impact to occupants. Projects in occupied animal facilities must be in compliance with the American Association for Accreditation of Laboratory Animal Care (AAALAC) requirements; work must be carefully and specifically coordinated through the animal facility managers. Contractor must be responsible for all aspects of the construction associated with these projects including, but not limited to, demolition, hazardous materials, mechanical, electrical, and finishes. Experience MUST DEMONSTRATE THE ABILITY TO PERFORM IN AN ENVIRONMENT occupied WITH RESEARCH animals. All work will be performed at either the National Institutes of Health Campus in Bethesda, Maryland or the National Institutes of Health Animal Center in Poolesville, Maryland. Offerors must provide the following elements in their responses: (1) Company name, address, phone number, primary contact(s), email address, NAICS code(s) (2) List/identify the work you are interested with a positive statement of your intention to submit a proposal as a prime contractor for those projects if a solicitation is issued. A general statement that you are interested in all projects is not acceptable; (3) Date and evidence of 8(a) HUBZone and/or SDVOSB certification; (4) List firm?s experience in work performed of similar type and scope to include projects in progress and completed projects within the past 7 years, completion dates, contract numbers, project titles, short project descriptions, dollar amounts, and points of contact with their current phone numbers. Indicate if you were a prime contractor or subcontractor, and if a subcontractor, provide the name and point of contact for the prime contractor; (5) Provide evidence of capability to be bonded for bid, performance and payment bonds; (6) If you are an 8(a) SB or HUBZone SB considering a joint venture, you will need to provide proof that this consideration has been forwarded to the cognizant SBA office for approval. (7) Provide Statement of Capability; include specialized experience and technical competence of firm (including a joint venture or association) with the type of services required; date and identify specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team; identify past record of performance on contracts to include Government Agencies. Information and documentation requested above must be submitted in sufficient detail for determination of the availability of interested certified 8(a) HUBZone SB and/or SDVOSB. Responses shall be limited to 10 pages. Failure to submit all information requested would result in a contractor being considered ?not interested? in this requirement. NIH anticipates issuing firm-fixed price Indefinite Delivery Indefinite Quantity solicitations with a base year and four one-year option periods; total periods not to exceed 3 million dollars. All firms responding to this announcement will receive notification of how NIH intends to proceed with this requirement. When a solicitation is issued, no additional synopsis will be published. Offerors must have an active registration in Central Contractor Registration (CCR), which may be obtained at www.ccr.gov.
