Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATIION AVAILABLE AT THIS TIME. REQUEST FOR A COPY OF A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (M/CON) is conducting a market survey to determine the existence of sources who can fabricate, deliver, erect, install and commission for operation, a THREE (3) TOWER MEDIUMWAVE (MW) HIGH POWER TRANSMITTING DIRECTIONAL ANTENNA on a site near Orzu, Tajikistan. Based on the findings of this market survey, BBG/IBB may have a future requirement, subject to availability of funding, for a contractor to provide all services and materials required to fabricate, deliver, install and commission for operation of a 3-tower MW high power transmitting directional antenna near Orzu, Tajikistan within 180 calendar days after receipt of written Notice to Proceed. This high power MW antenna will operate at a minimum of 800 kilowatts of carrier power, amplitude modulated at approximately one megahertz operating frequency. Each of the three (3) towers will be approximately 90 meters in height. Sources that can satisfactorily complete such a project within the noted timeframe are encouraged to respond to this notice. In the event a future Request for Proposal (RFP) solicitation is released, the locations for the antenna towers, the height of the desired towers, and information on the required ground screen will be specified. In addition, an engineering design document describing the required electronic assemblies for tuning the antenna towers and a routing for transmission line and engineering documents for constructing the feed line will be specified. Please be advised that the BBG/IBB cannot provide transportation or guarantee security for Contractor, subcontractor employees, equipment or materials at the work site. This market survey is for informational and planning purposes and does not constitute a request for proposal and is not considered a commitment by the Government. The Government does not intend to award a contract on the basis of this request for sources or otherwise pay for information or inquiry. Interested Sources shall identify their business size (i.e., small, large, etc.) and submit a comprehensive written ?Capabilities Statement? that provides, at a minimum, the following: (1) minimum of five (5) years experience in the fabrication and installation of the above type of high power medium wave antennas; (2) a sample timeline for such a project showing the phases of design, fabrication, shipping, site work, erection, commissioning and operation taking into account the realities of the location of your source for this antenna and the work site; and (3) a budgetary estimate for such a project in United States dollars. Those who wish to be considered are encouraged to submit their written ?Capabilities Statement? to Marlene Brooks, Contracting Officer, Broadcasting Board of Governors, Office of Contracts (M/CON), Room 2527 Switzer Building, 330 ?C? Street SW, Washington DC 20237. All Capability Statements shall be received by BBG by 2:00 p.m. Daylight Savings Time (DST), June 20, 2005. Submittals shall be made by facsimile, email, or courier. Telephone responses will not be accepted. If determined to be in the best interest of the Government, qualified sources responding to this notice may be requested to provide follow-up information. A determination to compete, or not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. This notice is not a RFP, IFB, or RFQ.
