- The Fleet and Industrial Supply Center, Puget Sound, Bremerton, WA intends to solicit and award a Firm Fixed-Price, Requirements, service type contract with an indefinite delivery and indefinite quantity requirements, to be negotiated under 100% Small Business Set-Aside. This is a synopsis for commercial items prepared in accordance with the format in FAR Part 12 and 13.5. Solicitation can be downloaded from the Navy website: http://www.neco.navy.mil supplemented with additional information included in this notice. The solicitation has not been posted at the NECO website at this time. The North American Industry Classification System (NAICS) code for this acquisition is 811212 with a small business standard size of $21.0M. Please identify your business size in your response based upon this standard. This is 100% Small Business Set-Aside solicitation with a closing date of 20 June 2005. The requirement is for delivery and recycling of commercial toner and printer cartridges in support of Puget Sound Naval Shipyard in Bremerton, Washington. This is a Request for Proposal from Small Businesses. The required Government sources will first be contacted of their availability to perform these services, IAW FAR Part 8. If the Government sources will not be able to meet the Government?s requirements, then this requirements will be solicited from small businesses. Woman-Owned, Veteran-Owned, Service Disabled Veteran-Owned small businesses are encouraged to send proposals. The following requirements with the following minimum specifications are listed below. The resulting contract will be for one year base year period plus two option year periods. The Government requires delivery on an FOB Destination to Puget Sound Naval Shipyard, Bremerton, Washington. 1. All toner cartridges supplied shall meet or exceed Original Equipment Manufacturer?s (OEM) standards of quality, performance, and warranty requirements. 2. Contractor shall supply remanufactured cartridges, when available, for use with each make and model of printers. Drums should be new aftermarket drums. 3. Contractor shall dispose/recycle metal, plastic, and other recyclable parts, in accordance with Industry standards and Environmental Protection Agency (EPA) requirements. 4. If there is a need, recycled printer toner cartridges shall be completely disassembled, cleaned, and checked for worn or damaged parts and replaced as needed, in accordance with industry standards. 5. Cartridge shall be disassembled and all parts, including toner hopper, magnetic roller and roller blade shall be cleaned of all residual toner. 6. Drums need to meet or exceed the OEM drums that are being replaced. Drums must be replaced if damaged, in accordance with industry standards. 7. Based on toner types, minimum print must yield 75% of at least a minimum of 5,000 pages at 5% coverage and shall be in compliance with all OEM requirements and industry standards. The Government prefers high yield printer cartridges when available . 8. Recovery and Doctor blades should be inspected for worn or damaged parts and replaced as needed, in accordance with industry standards. 10. All cartridges shall be packaged and sealed according to industry standards. 11. The contractor shall deliver requisitioned toner printer cartridges and pick-up empty cartridges from Building 850A, 5th Floor, Code 1236 or other specified locations within the Controlled Industrial Area of Puget Sound Naval Shipyard (PSNS), Bremerton, Washington. Delivery and pickup by third party (such as UPS) is not acceptable. Delivery will be performed upon telephone request by a Government ordering personnel. 12. The contractor shall invoice upon delivery of toner cartridges. 13. The Government requires a 24 hour turn-around response time, 5 days a week, Monday through Friday, excluding holidays. There will be a minimum of 2 hour notification prior to delivery of materials. On occasions, urgent deliveries are required. 15. Contractor personnel must be US citizens and will be subject to security background check prior to being granted access to the Shipyard. 16. Contractor must provide cartridges with warranty of guaranteed performance and must provide replacement cartridges that failed to perform to their expected lifecycle, for a minimum of one year or more or in accordance to industry standards. 17. All cartridge boxes shall be identified by printed label with contractor name and address to insure returns of defective cartridges. 18. These services shall not be subcontracted to or performed by persons other than the contractor or the contractor?s employees without prior written consent from the Contracting Officer. The following printers in service or will be in service at PSNS are Hewlett Packard, LEXMARK, and XEROX, with an estimated 33 different models. Some of the Hewlett Packard printers will be gradually pulled out of service once the Navy Marine Corp Intranet (NMCI) printers will be installed. There will be an estimated minimum monthly order of $100.00. All responsible sources that meet the criteria above may submit a proposal which shall be considered by FISCPS. This RFP and any subsequent amendments will be posted to the NECO website: http://www.neco.navy.mil . Electronic submission of proposal is available through the NECO website. Vendors must be approved and registered in Central Contractor Registration (www.ccr.gov) before award can be made. Responses are due by 20 June 2005.
