- The purposed of this modification is to incorporate additional technical and submission requirements. Paragraphs 4 and 5 of the RFI are amended to read as follows: 4. TECHNICAL REQUIREMENTS. The Container Security Device should address the following functions: (1) Sensing a. Sense detection of opening, closing, or removal of either of the container doors. The devices should detect a door gap greater than one inch within 3 seconds. A door gap created by the racking or deformation of the container should NOT be falsely detected as a door opening. A door gap created by the physical act of partially opening a door should be detected as a ?door opening? event only. b. Optionally, detect the container seal status, if an e-seal is available c. Optionally, track and monitor the location of the container in its normal intermodal movement, including in-bond shipments (2) Alerting a. Monitor or scan the sensors for conditions warranting an alert b. Provide notification of each alert event or change in status to the data function (3) Data a. Record and maintain a digital file of all time stamped alert events, arm/disarm events, and any other relevant data such as the optional location of the container. b. Optionally, allow for the input and retrieval of user supplied data such as the Container and Seal IDs. (4) Communications Provide a means to communicate (locally and/or remotely) with the device for the purpose of arming/disarming the device and passing/retrieving log data to/from the CSD for the evaluation of the device. (5) Physical Interfaces a. Have the ability to be readily retrofitted into an existing ISO container and trailer so as to not substantially reduce the cargo volume of the container nor restrict its stacking, securing, or handling. b. Be operable on all ISO ?dry box? and refrigerated containers (?Reefers?) and trailers. (6) Operating Considerations a. Operate in the harsh environment of maritime and intermodal transportation, including the ability to withstand the shock, vibration, temperature extremes, corrosion, and handling impacts involved. b. Power sufficient enough to operate for an extended period of time in a supply chain. 5. SUBMISSION REQUIREMENTS. In order to evaluate the offeror?s CSD devices, responses must include: (1) A cover page with company name and address, with business and technical contact information to include e-mail, fax, telephone, and web page; (2) Identification of any existing federal government contracts for the CSD, including agency, agency point of contact, and contract / purchase order number; (3) An explanation of why the device is considered COTS or non-developmental, and provide any supporting sales or application history; (4) An explanation of how the device meets the technical requirements listed in this document; (5) A list of items required to support laboratory and field testing of the CSD systems including, but not limited to: a. Cabling b. Software c. Readers (Portable and/or Fixed) d. Equipment associated with the device?s communications (6) Include the following documentation in electronic format utilizing PDF, if available: a. System User?s Manual, which documents i. How to install the system ii. How to use/operate the system iii. How to maintain the system b. Testing Report, which documents i. A description of all laboratory and field tests/usage to date ii. Customer references iii. Number of devices involved in tests iv. Failure rates v. Duration of tests/usage experiences vi. Expected life of power source (7) An itemized list of costs for: a. The device b. Items required for testing c. Documentation
