- This is a re-posting of a synopsis for an upcoming solicitation for operations and maintenance (i.e., mechanical maintenance) services. Successful offeror to provide all management, supervision, labor, supplies, materials, repair parts, tools & equipment, and shall plan, schedule, coordinate and ensure effective and economical completion of all work and services, for the mechanical and electrical operations (including fire alarm & fire suppression systems, and building automation systems) at three (3) Federal buildings located in the downtown Denver Federal District: Byron Rogers Federal Office Building and Courthouse, 1961 Stout St., Denver, CO 80294; Byron White U.S. Courthouse, 1823 Stout St., Denver, CO 80202; New Custom House, 721 19th St., Denver, CO 80202. All buildings contain courtrooms. The contract will be firm fixed price. The statement of work for this contract will be performance based, per the policy described at FAR subpart 37.6. The statement of work will describe measurable performance standards to verify delivery of contractually compliant services. The contract will specify a procedure or process for reductions of fees or for reductions to the price of the contract when services are not performed or do not meet contract requirements. The successful offeror will be expected to have a Quality Control program to assure delivery of contractually conforming services. The contract will also include a provision for the contractor to manage and provide construction services for small construction projects, to be ordered as needed according to an additional services clause in contract. Total square footage for all three buildings is approximately 1.2 million sq ft. Potential offerors will be encouraged to visit the site of performance to familiarize themselves with the general and specific conditions of the buildings. A site visit schedule will be noted in the solicitation, and will most likely be scheduled for mid- to late-July 2005. The contract performance period will be one (1) base year, with four (4) one-year option periods. The solicitation is a HUBZone set-aside. The estimated start date of the contract is November 1, 2005. The North American Industrial Classification System (NAICS) code is 561210 Facilities Support Services, with a small business size standard of $30 million. The solicitation will be posted on Fed Biz Opps on or about June 15, 2005. Successful offeror must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov, per FAR 52.204-7. Successful offeror must also submit data to the Online Representations and Certifications Application (ORCA) at www.bpn.gov, per FAR 52.204-8. Estimated value of this acqusition is between $1.5 million and $2.0 million for the base year. Proposal due date will be noted in the solicitation. Potential offerors are responsible for monitoring Fed Biz Opps to determine exact dates, and to respond to any amendments to the solicitation.
