Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Trainer must be available from 0600 to 1800 during the week to include weekends. The training facility must be within five miles of the Portland Air National Guard Base, 6801 NE Cornfoot Rd., Portland, OR. The instructor must have a flexible schedule and meet for training with as little as a 48 hour notice. The instructor must be able to provide an indoor facility that allows operators to wear combat boots, helmets, body armor and weapons on a padded floor. The indoor facility must be at least 30' by 50' and able to accommodate twenty personnel. The instructor must be able to travel and instruct pararescuemen on military installations, firing ranges, simulated urban environments without a dditional cost to the unit. The training cannot be mixed with other civilian, military or law enforcement personnel without consent from the 304 RQS Director of Operations. Combat equipment will be both simulated and actual military weapons, to be provide d by the Government. The instructor must be familiar with military weapons to include M-4's, M-16's and M-240's, M-249's and M-14's. The instructor's facility must be able to accommodate the use of military weapons listed. The instructor must provide train ing aids to include heavy bags, knives, sticks, pistols, gloves, and clubs. This request in not for a martial arts program, therefore unit personnel will not be getting certificates or colored belts. Final evaluations will be provided by Government personn el per standards set by the Government Superintendent. The unit will not be responsible to cover additional cost of training aids and equipment damage. The instructor must be prepared to perform a demonstration of skills and answer a series of direct quest ions about the use of the facility and flexibility of schedule. The 304 RQS is requesting a one base year contract with four option years. Qualifying vendor must be registered and current in the Central Contractors Registration (CCR) http://www.ccr.gov. Tr ainer and all employees requiring access to the Military facility and weapons will be subjected to and must pass a background search by Military Security Police. See notes 1, 13, 23, and 25
