Description

This is a notice of intent by the Naval Air Systems Command, Air Combat Electronic Program Office (PMA-209) to issue an order under Basic Ordering Agreement N00019-03-G-6550 with Rockwell Collins Government Systems (RCGS), 400 Collins Road NE, Cedar Rapids, IA 52498. The Naval Air Systems Command (NAVAIR) is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. Within NAVAIR, PMA-209 is assigned overall Program Management responsibility for the acquisition and logistics support being provided by both field activities and NAVAIR personnel. This requirement is for the analysis of the RT-1851C Link 4A operation. The analysis will include analyzing the anomalies that were previously documented during the Data Link Replacement Program. The software investigation shall include the modification of an RT-1851C radio, validation and evaluation of Engineering Error Report (EER), and the investigation and resolution of EERs. This radio is the next generation of ARC-210 radio and was developed as an Engineering Change Proposal under an existing NAVAIR contract. The data to be delivered includes the EER Resolution Report. As Rockwell Collins was the sole developer of this radio, they are the only capable source of providing the requested validation, evaluation, investigation and resolution and resulting data. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
