- Solicitation Number NAQ050042 applies and will be issued as a Request for Quotes for the following services: The Contractor shall conduct a series of field trips to sites designated by the BLM National Science and Technology Center (NSTC) to collect georeferenced information about landscape characteristics, plant community composition and structure, land use, and/or other site information. Work will be performed at the BLM, NSTC, Denver Federal Center, Building 50, Denver, CO and field trips for collection of field data will occur in a variety of remote locales in Arizona, New Mexico, Texas, Oklahoma, Kansas, Colorado, Nebraska, Wyoming, North Dakota, South Dakota, and Montana. Travel will be reimbursed in accordance with FAR 31.205-46. Transportation and or associated expenses will be provided or reimbursed by the Government. Lodging, meals, and incidental expenses will be paid at the current GSA per diem rate. This is a 100% set-aside for small business. The standard NAICS classification is 541690. Size standard is $6 million. The solicitation will be issued on or about June 3, 2005. The solicitation may be downloaded from the IDEASEC website: http://ideasec.nbc.gov/j2ee/login.jsp. An award will be made based equally on price and the following technical sub factors 1) Extensive knowledge and direct experience conducting plant species composition, plant structure, and land cover related field surveys and data collection in the states listed above, 2) Minimum educational requirement is a Doctorate/PhD in botany, plant ecology, or directly related dissertation, 3)Knowledge of the operational capability and procedures to collect data with an IKE 300 data capture instrument (provided by the BLM), 4) Familiarity with BLM public lands, operations, authorities, and jurisdictions, and 5) Familiarity with related informational databases (e.g. PIN, PLANT, FEIS) and conservation biology principles and concepts including landscape fragmentation, ecoregional classification, cumulative effects analysis, land use planning, and special status species conservation planning.
