Description
The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD) intends to negotiate on a sole source basis with the University of Maine, George Mitchell Center, for the continued development of a water chemistry plan. These services are in support of the Protected Resources Division of the National Marine Fisheries Service (NMFS), Gloucester, Massachusetts. As part of its responsibility to recover Atlantic salmon, NMFS is considering a project to mitigate the low calcium concentrations of one of the more downeast salmon rivers in Maine. Low calcium may be a factor for the survival of young salmon. As part of this effort, the University of Maine has previously conducted water chemistry analysis on three rivers in downeast Maine known as the Calcium Enhancement on Downeast Rivers (CEDAR) project. Specifically, the University will (1) curtail collection of all samples on the Pleasant River and on the Cathance-Flume on Dodge Road; (2) Continue grab and ISCO sampling on the Cathance-lower site; (3) Continue sampling all three sites on the Dennys River, grab samples at Robinson's Camps, Lower Site, and the Weir; (4) Augment the analyte list to include pH, alkalinity, conductance, Ca, Mg, K, Na, C1, NO3, SO4, DOC, and (5) Set 2 pH levels with Dennys River water and titrate to target pH, and report required base as mg of CaCO3. The statutory authority for this proposed contract action is 41 U.S.C. 253(c)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The University is uniquely qualified as the principal laboratory to conduct the analysis in the downeast salmon rivers. The University George Mitchell Center is currently used by the Maine Atlantic Salmon Commission, Maine Department of Environmental Protection, and NOAA Fisheries to conduct all water chemistry analysis as it relates to the Atlantic salmon rivers. The period of performance is anticipated to be from June 18, 2005 through September 30, 2005. The applicable NAICS code is 541380, Testing Laboratories. The total estimated price is anticipated to be below the Simplified Acquisition Threshold (SAT).
