- Description
- The Broadcasting Board of Governors, International Broadcasting Bureau, Office of Engineering and Technology has a requirement for various enhancements to the proprietary control system firmware for the Leightronix TDC/RS controllers installed at IBB's Network Control Center and Gateway facilities. These enhancements include providing additional network security, changes to the WinLH and TCD/RS firmware, addition of automatic mirroring to backup TCD/RS, and the addition of an SRE file manager to transfer SRE files to a SRE directory on the TCD/RS. The software required must be created to operate a Leightronix TCD/RS as specified, and must work in conjunction with Leightronix's WinLH client operator interface, as well as adhere to the PESA/Lighthouse routing switcher control protocol, and import a Wallchart generated schedule per CLI's file transfer protocol, that is fully compatible with the existing system. Due to the nature of this requirement, which involves the use of proprietary control system firmware, the BBG Office of Contracts intends to negotiate and award, on a non-competitive basis, a contract to Leightronix, Inc, 2330 Jarco Drive, Holt, MI 48842. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1(a)(2), 41 U.S.C. 253(c)(1). As noted above, Leightronix is being used to provide these enhancements to its own proprietary Leightronix system. This Notice of Intent is not a request for competitive proposals. Interested firms or persons may however, identify their interest and capability to provide the above-stated Contracting Officer. All such proposals for consideration must be received the Government not later than June 10, 2005. A determination by the Government not to compete this proposed contract based upon any responses to this FBO Notice is solely within the discretion of the Government. Any information received from interest sources responding to this Notice shall be sufficient in detail to be evaluated without the need for additional documentation, as the information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any questions or requests for additional information regarding this FBO Notice shall be provided in writing and submitted to the Contracting Officer listed above. This FBO Notice is not a RFP or IFB.
